Introduction

The Department of Health Services (DHS), Division of Medicaid Services (DMS) is filling multiple Income Maintenance Specialist-Advanced (IMS-Adv) positions at Milwaukee Enrollment Services (MilES). MilES serves residents of Milwaukee County to determine eligibility for Medicaid, BadgerCare Plus, FoodShare, and other income maintenance assistance programs. This position will report to the office at 6055 N. 64thStreet on a scheduled rotation. Currently the schedule is a 4-week rotation: 1 week in the office and 3 weeks working remotely. This schedule may vary based on operational needs.

Position Summary

As an IMS-Adv you will perform case management for applicants and members of BadgerCare Plus, Child Care, FoodShare, and other income maintenance assistance programs for Milwaukee County residents. This includes:

  • Applying complex federal, state and local policies to achieve program objectives.
  • Advising staff on polices and regulations of the various Income Maintenance programs.
  • Making case decisions involving difficult, complex, and sensitive choices for program participants. These decisions involve identifying discrepancies and errors, as well as calculating overpayments and underpayments. I
  • Provide testimony at fair hearings.
  • Perform case management review is completed in the Client Assistance for Reemployment and Economic Support (CARES) system and the CARES Worker Web (CWW) system.
  • Support clients and MilES through regular call center/phone work is also required.

Salary Information

The starting pay is between $30.61 and $32.72 per hour (approximately between $63,600 and $68,000 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is in pay schedule and range 12/63.

Job Details

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that do allow remote working flexibility, although residency in the State of WI is not required for permanent positions, it is not anticipated that working outside of WI or bordering cities will be allowed as positions may at times need to report to office locations in WI on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified candidates will have all of the following:

  • Experience performing income maintenance program eligibility determination including the use of CARES and CWW.
  • Experience auditing or reviewing casework or other information (e.g. reviewing determinations made by others, ensuring compliance with policy, etc.).
  • Experience serving as job expert in a team setting (e.g. responsible for providing technical assistance to others, problem resolution, etc.).
  • Experience reviewing reports or other materials to identify or investigate errors or inconsistencies (e.g. verifying calculations, identifying incorrect or missing information, etc.).

Well-qualified candidates will also have at least one of the following:

  • Experience auditing or reviewing income maintenance casework (e.g. reviewing determinations made by others, ensuring compliance with policy, etc.).
  • Experience using reports, databases, or other validation tools to identify or investigate errors or inconsistencies related to income maintenance casework (e.g. calculating overpayments or underpayments, identifying incorrect, missing, or conflicting information, etc.).
  • Experience interpreting, reviewing, and applying federal, state, and local policies related to economic support programs.
  • Experience defending case actions in due process evidentiary hearings before an Administrative Law Judge.
