This position is headquartered at the Department of Administration State Office Building, 101 E. Wilson Street, Madison, WI.

Position Summary

Under the general supervision of the WiRF Team Supervisor, this position performs program management, program planning, monitoring and evaluation, policy and procedure development. The position provides recommendations on policies and procedures related to funds allocated to the State under H.R. 1319, the American Rescue Plan Act of 2021. The position is responsible for a variety of high-level tasks including fiscal management of program activities, policy and data analysis, and interpretation of federal and state laws, regulations, and policies. The Grants Specialist-Advanced position conducts research and analyzes data pertaining to the program area’s conditions and needs. The position provides technical assistance and outreach to eligible recipients on submission of grant applications and monitors and reports on the use of grant funds. This position may have other duties as assigned.

Salary Information

The starting hourly rate for this position will be $26.34 - $35.00 per hour depending upon candidate qualifications. This classification is assigned to pay schedule/range 07-03. Pay for current state employees will be set in accordance with the compensation plan.

Job Details

Project positions are eligible for benefits including paid holidays and accrual of paid leave time, but the incumbent does not attain permanent civil service status. The funding for this position is scheduled to end on April 25, 2026. The incumbent must be a Wisconsin resident.

Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

This position is headquartered out of the Madison office and will have the option of working remotely up to 80%.

Qualifications

Qualified applicants will have experience:
  • Managing grant application processes
  • Developing grant application materials
  • Interpreting state and federal laws, policies and procedures.
  • Monitoring compliance with grant program policies and procedures

Well qualified applicants will also have experience:
  • Providing technical assistance on grant process to internal and external stakeholders
  • Reviewing and evaluating grant applications
  • Importing or exporting data from spreadsheets, databases, or statistical software to create reports on program implementation.
