The Opportunity
WSDOT is currently seeking an engineering professional with a proven background in traffic operations and a strong focus on safety to serve as the Traffic Operations Engineer (TE3). As the Traffic Operations Engineer, you will supervise the region’s Field Assessment, Operational Assessment, Motorist Information, and Outdoor Advertising Control Programs. You will be responsible for ensuring that the region's signing and striping conform to the requirements of the current MUTCD and WSDOT publications, developing and leading a team that conducts operational reviews, including signing, striping, speed limits, and work zone traffic control; and interpreting the results of these reviews to make adjustments and develop projects. The selected candidate will serve as the lead on reviewing Traffic Operations related plans and documents prepared for contracts. At times, you may be called upon to support Transportation Systems Management & Operations and Traffic Design activities. This position supports the department's mission by focusing on the goals of Strategic Investments, Modal Integration, and Organizational Strength in relationship to reliable highway operations and improved safety.
 
What to Expect
Among the varied range of responsibilities held within this role, the Traffic Operations Engineer will:
  • Direct the region’s Field Assessment Program. Coordinate Field Assessment program delivery with region’s P1 and other Programs.
  • Schedule field operational reviews, for example, of signs, pavement markings, passing zones, crosswalks, speed zones, bicycle and pedestrian facilities, and driver behavior.
  • Serve as a liaison between the Traffic Office and the Region Communications Manager and respond to WSDOT and public requests. 
  • Coordinate with the Maintenance Manager to prioritize region sign maintenance activities.
  •  Monitor work order expenses for applicable work orders, prepares expenditure plans and adjusts resources to achieve delivery.
  • Supervise the Highway Advertising Control Act and Motorist Information Signing program.
  • Serve as Eastern Region’s lead for Work Zone Traffic Control.
  • Conduct field reviews of construction and maintenance work zones for functionality and uniformity. Implement field changes and/or makes recommendations. 
  • Respond to project office, maintenance, developer, and utility representatives regarding work zone traffic control and operations-related elements.
  • Review plans for approval and contract plans for geometrics, permanent signing, channelization, pavement markings, and work zone traffic control for local agencies, developers, consultants, utilities, and other offices based on WSDOT design standards.
 
Qualifications
To be considered for this opportunity, the following are required:
  • One (1) year of experience as a Transportation Engineer 2 or equivalent such as Bridge Engineer 2 or Transportation Planning Specialist 2.
  • A valid driver’s license. 
It is preferred that qualified candidates also have:
  • Certification as a professional Traffic Operations Engineer.
  • Supervisory experience.
  • One year of experience applying traffic engineering and operations theories, principles, and practices to various situations.
  • One year of experience in conducting field investigations, collection and evaluation of data, and making recommendations to solve engineering problems.
  • Knowledge of the Manual on Uniform Traffic Control Devices (MUTCD).
  • Ability to communicate technical information to audiences of various backgrounds.
