 The Department of Corrections is seeking a highly motivated and qualified individual for the fulltime, permanent position of Psychiatrist for the Washington Corrections Center for Women (WCCW) located in Gig Harbor, WA.

 The Department has several options for providing mental health care to those who require treatment. All major institutions can provide temporary or short-term in-patient psychiatric care for crisis management and stabilization. In our continuing efforts to improve our comprehensive system of care, initiative and clinical leadership are highly prized.

**This recruitment could be used to fill multiple permanent or non-permanent positions. **• Provide direct patient care
• As a facility psychiatric lead, oversee and ensure quality of facility psychiatric services.
• Consult with other clinical disciplines and psychiatric prescriber(s} on higher acuity patients.
• Provide psychiatric subject matter expertise as needed.
• Responsible for oversight and patient care of all Incarcerated Individuals assigned to the Treatment and Evaluation Center (TEC} Acute and Residential units.
• Asses, monitor, and interpret objective data collected about the health status, clinical condition, or situation of individual's families; observe, inspect, and examine to identify patterns and variances from the desired outcome.
• Diagnose mental health related problems and determine outcomes.
• Participate as a member of the multidisciplinary team in treatment planning with a primary focus on evaluation, diagnosis, and medical management. Develop a psychopharmacological aspect of the treatment plan.
• Ensure continuity of care. Deliver health care, defining time frames and pathways for delivery of services, and determine priorities and sequences of care to be provided.
• Implement plan of care by providing direct patient care; directing others about the urgency, timeframes, and methods to deliver health care on and off site; determining when need for care or services become more urgent, need clarification, or another type or level of intervention; acting as necessary to provide orders to accomplish prescribed interventions in a timely and clinically responsive manner.
• Analyze and evaluate the structure, process, and timeframes for service delivery; the expected effects of treatment or intervention; the outcomes to be achieved; revision of the plan of care to prevent complications; and intervene to address new or emerging problems or to improve care and service delivery.
• Obtain informed consent for treatment and appropriately utilize surrogate decision-makers when patient is incompetent.
• Initiate and renew involuntary antipsychotic medication, including preparing documents and testifying at hearings, when clinically appropriate. Participate in release planning including prescribing appropriate release medications.
• Provide and ensure effective communication and documentation; Collaborate and communicate effectively verbally, in writing and via computer or other electronic media with Incarcerated Individuals, their families, other health care personnel, custody and other institutional personnel.
• Effectively communicate verbally in writing and via computer or other electronic media with Incarcerated Individuals, their families, other health care personnel, custody, and other institutional personnel.
• Legibly document subjective and objective clinical findings, as well as the actions taken to deliver all aspects of health care in the health record, computerized database and on other DOC approved forms. All documentation will be in accordance with the Health Care Guidelines.
• Solicit information to identify problems and develop solutions.
• Ensure that plans to deliver care are implemented by self and others and revised as necessary, resulting in safe, timely, and clinically appropriate provision.
• Prepare clinical reports and correspondence on patient progress.
• Consult with Headquarters clinical representatives.
• Confer with multidisciplinary staff on mental health and special needs of patients.
• Assure continuity of care by adhering to protocols of communication when patients transfer between institutions.
• Serve as a resource to other disciplines.
• Conduct or participate in meetings on clinical and administrative policy, research programs, and treatment techniques.
• Protect the confidentiality of health records as mandated by law, professional standards, DOC Policy directives, facility Operational Memoranda, and Health Care Unit procedures. Treat all health records or health information as confidential and privileged.
• Maintain accurate, legible, and complete records of patient care including chart documentation using appropriate format of all patient education provided
• Establish therapeutic relationships that Preserve Professional boundaries with patients
• Use therapeutic relationships to counsel, teach, and assist Incarcerated Individuals to reduce health risks, improve their ability to provide self-care, manage symptoms and side effects, to participate in prescribed treatment regimen, and to make informed decisions about health care and treatment.
• Direct Incarcerated individuals to exhibit appropriate, respectful behavior always.
• Write infractions as appropriate.
• Provide accurate, authoritative information to groups or communities, including colleagues and correctional personnel, so that good clinical practices and health behaviors are promoted, and health risks are reduced.
• Actively Participate in clinic/facility-wide Coordinated Quality improvement Program (CQIP) meetings, projects and programs
• Participate/represent facility on state-wide quality improvement initiatives; share our processes and learn from other facilities; implement best practices in patient care.
• Participate in Health Services Quality improvement activities.

Required Qualifications:

  • Must be Board Eligible/Certified with a current, valid license to practice medicine and surgery in the State of Washington and eligibility for certification by the American Board of Psychiatry and Neurology. 
  • Possess or meet eligible criteria for DEA. 
  • Possess strong interpersonal skills and experience in directing medical operations. 
  • Exceptional communication skills with the ability to communicate orally and in writing with a variety of individuals ranging from correctional administrator and staff health care professionals to patient advocates and other lay persons. 
  • Initial and continuous unblemished/unrestricted licensure in State of Washington as a Psychiatrist with prescriptive authority. 
  • Must have strong computer skills and be able, among other things, to enter schedule, monitor and track patient information, place medication orders and communicate via email. 

Desired/Preferred Qualifications:

  • At least one year working as a Psychiatrist. 
  • Experience in Correctional Psychiatry.

Retirement and Deferred Compensation

Holidays 
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave 
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave) 

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165( 1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave 
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave 
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
