The Risk Management Division (RMD), within the Technical Services Bureau, is comprised of the Audit Section, Public Disclosure Section, and the Litigation and Strategic Performance Section. The division is responsible for the enterprise risk management efforts of the agency, internal and evidence audits, records retention, public disclosure, coordination of all video releases, CALEA accreditation, strategic planning, LEAN implementation, and claims management. The division supports agency efficiency, continuous improvement, adherence to best practices, and fulfillment of legal obligations across all operations.
EXAMPLE OF DUTIES
This position independently manages information/evidence gathering for the agency’s tort claims, recovery/subrogation, significant incident reporting, and litigation processes in collaboration with the Department of Enterprise Services (DES), the Office of the Attorney General (AGO), insurers and agency staff. It analyzes and reports on claims experience to inform process/training improvements and enterprise risk management. It also manages record retention compliance and several processes related to performance management and ensuring the agency administers its operations in compliance with best practices and certain legal obligations. Success in this role requires detailed familiarity with agencyoperations and legal liabilities, as well as litigation and claims processes generally. In order to administer its agency wide litigation and performance management responsibilities, the position supervises staff supporting the agency’s strategic planning and certain efforts to continuously improve operations and efficiency (LEAN implementation, electronic forms), adhere to best practices (CALEA accreditation and agency policy/procedure publication), and measure performance (Strategic Advancement Forum and Results Washington). Our new teammate will be able to: Timely and comprehensively manage DES, AGO, and WSP’s initial and evidentiary response to claims and lawsuits, escalating concerns to Risk Management Commander as appropriate.Provide training, advice and responses to inquiries regarding the duty to preserve agency records.Collaborate effectively with the Risk Management Division Commander, DES, AGO, and WSP executive and managerial staff regarding legal claims/lawsuit case management, defense, and/or resolution, and develop and administer policiesand training related to tort claims, lawsuits and discovery processes.Measure, analyze and report on trends in the agency’s liability experience and recommend opportunities to improve liability management/enterprise risk.Train and supervise the staff and programs associated with the agency’s strategic planning, continuous improvement (LEAN implementation, electronic forms), adherence to best practices (CALEA accreditation and agency policy/procedure publication), and measurement/reporting on performance (Strategic Advancement Forum and Results Washington).Serve as the agency's Record Retention Officer for purposes of Chapter 40.14 RCW, and manage agency record retention compliance, liaising as appropriate with the Office of the Secretary of State (SOS) and State Archives.
