POSITION DETAILS:
Both positions are full-time, unrepresented, and exempt from civil service law. Within the organizational chart, these positions are members of the Internal Operations Division and report to the Grants, Contracts, and Compliance Manager.
Both Contracts Coordinator positions are eligible to telework but are frequently required to report on-site to meet business needs including providing in-person training and attending on-site meetings. This position will not be eligible for out-of-state telework. The default assigned work location of all Partnership positions – both on-site and telework – is within the State of Washington. Employees have a choice for their onsite work between our Olympia, Tacoma, or Seattle locations. The frequency of onsite work is at least one day and will be more often at times based on business and operational needs.
What does "EMS" mean? Exempt Management Service (EMS) is the term used to identify positions exempt from state civil service law. These positions do not have the same rights as classified positions. What does exempt from state civil service law mean?
WHO WE ARE LOOKING FOR:
We are looking for our next team members who can show expertise in leading contract and procurement activities for several large programs. In addition, this person can demonstrate knowledge in providing expert-level consultation and assistance with questions and complex contract budget matters to ensure funds are used most effectively and efficiently as possible. Our future team members can work productively in a hybrid working environment, including both a virtual and office setting.
SALARY:
The annual starting range of compensation for this position is between $71,500 - $79,000 depending upon qualifications. The full position salary range for is $71,500 - $86,500. Hiring supervisors can negotiate employment offers with candidates for this recruitment within the boundaries of the starting salary range based on a formulaic approach. The position range is the broader range the newly hired person can expect their salary to grow during their tenure in the position. Salary ranges will increase when future legislatively approved general wage increases for non-represented state employees occur. Bonuses, benefits, and/or additional pay may be available based on recruitment, retention, and incentives approved through legislative acts.
CONDITIONS OF THE WORKING ENVIRONMENT (with or without accommodations):
Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. There are times when irregular hours will be required. The nature of this role relies heavily on remote and in-person collaboration. This position may require you to work more frequently in an office setting than others if you’re unable to effectively conduct work remotely or as business needs arise. Travel requirements will be limited, however, there may be occasions when an employee is required to travel and work to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment, including setup for remote work. The employee is responsible for providing and maintaining a safe, ergonomic, and secure workspace at their remote location. Newly hired employees must begin their appointment within 90 days of the date of accepting the employee offer and the date employment begins. In addition, if currently living outside of Washington state, newly hired employees must relocate to Washington state within 30 days of starting employment and report to the Olympia office headquarters in person on the first day of employment.

Duties

THE ESSENTIAL DUTIES OF THIS POSITION:
Budget Support:

  • Work under the direction of the Grants, Contracts and Compliance Manager for developing, maintaining, and executing program budgets that align with the agency’s biennial and supplemental budgets allocated to contract work and forecasting.
  • Lead and meet with assigned programs regarding contract budget processes and allotments, to include working with program staff to determine and prepare ongoing forecasted contract spending plans and allotments, adjusting ongoing contract spending plans, and notifying the Lead Budget Analyst of upcoming contract spending and allotment changes.
  • Assist programs in understanding how to read and find their contract allotment and expenditures on the biennium budget work plan, the Contract Allocation Expenditure Tool (CAET), and the Expenditure Variance (EV) Tool to learn how to track their contract spending and unspent allocated amounts.
  • Ensure contract expenditures stay within program control numbers by fund.
General Accounting for contract related actions:
  • Advise and consult program accounting activities related to chart of accounts;
  • Ensure program spending is aligned with deliverables outlined in federal grant awards;
  • Advise the Chief Financial Officer and Accounting and Budget Program Manager in forecasting spending and financial needs of assigned programs to ensure resources are available and suitable for the work being performed by program staff and vendors.
Contract Preparation, Execution and Management:
  • Manage contract and budget matters for Professional Service and Interagency agreements, procurements and sole source filings for assigned programs.
  • Assist the Grants, Contracts, and Compliance Manager in creating, developing and delivering contract training for Agency staff and completing all required annual reports including the Agency’s yearly contract reporting to Department of Enterprise Services (DES).
  • Create and develop the biennium “Supplier Diversity Forecasting Report.”
  • Manage and maintain the new Access Equity system that is implemented through OMWBE to report and display subcontractor information and payment.
  • Provide training and guidance to fiscal staff and vendors, as needed.
  • Assist and/or file the Federal Funding Accountability and Transparency Act reports for all subawardee/subrecipient contracts as required by the Federal Government.

Qualifications

QUALIFICATIONS:
Required Education, Experience, and Competencies:
**NOTE: Experience may be concurrent.

  • Three (3) years or more of demonstrated experience in writing, creating, negotiating and managing the lifecycle of contracts and grants, specifically in developing a Statement or Scope of Work (SOW); AND
  • Three (3) years or more of demonstrated experience in building budgets that align with the appropriate funding source(s), associated SOW and federal/state rules and regulations.
  • Must be skilled at supporting programs with budget, funding allocation, contract invoicing support, contract management, grant management, expenditure and revenue projections for contract forecasting, preparing and executing contracts/agreements, and monitoring contract spending and performance. Specific experience includes:
    • Experience tracking, reporting and projecting program and agency contract budget allotments and expenditures.
    • Experience interpreting and applying Federal fiscal policies and knowledge of federal budget policies (in accordance with Uniform Guidance Principles and 2 CFR 200).
    • Knowledge of Generally Accepted Accounting Principles (GAAP).
    • Experience gaining support of others through competence, credibility, and expertise.
Preferred Education, Experience, and Competencies:
  • Education: Bachelor's degree in business, public administration, accounting, economics, or statistics and three to four years of professional experience in budgets, contract management, and program analysis. A Master's degree in a related field may substitute for two years of professional experience.
  • Applied budget and/or accounting skills: Five or more years of experience in building and aligning contract/program budgets with scopes of work and/or accounting using state systems or comparable private sector systems.
  • Compliance with State budget/fiscal policies: Experience interpreting and applying State fiscal policies; Knowledge of state budget processes; Knowledge of the State Accounting and Administrative Manual (SAAM).
  • Understanding of the DES Supplier Diversity Policy (DES-090-06): Knowledge and application of the goals, outcomes and implementation process, including administration of the Access Equity system.
  • Excel and Databases: Advanced proficiency and skills using MS Excel, such as pivot tables, advanced formulas, etc.
  • LEAN and process improvements: Experience leading process improvements and streamlining practices and tools.
  • Project Management: Experience applying Project Management principles to projects and in the work environment.
