Description:
This recruitment is for one (1) full-time, permanent, Environmental Planner 3 position for Parks Development located in Burlington, Washington. Working hours are generally Monday- Friday 8:00am – 5:00pm with the option to telework. This position may require you to travel as needed to accomplish assignments.

About the position:
Under the general direction of the NW Capital Region Manager, this position is designated as the environmental regulatory compliance point of contact (POC) for all development projects within Northwest Region and is responsible for assuring regulatory compliance has been met for all development and actions. Specifically, this position provides professional environmental services and functions associated with the Northwest Region team Capital Program and ensures agency compliance, in addition to SEPA, under the National Environmental Policy act (NEPA), the Growth Management Act (GMA), the Shoreline Management Act (SMA), the Hydraulic Code, Endangered Species Acts (ESA), the National Historic Preservation Act (NHPA), Forest Practice Act (FPA), and all other applicable environmental local, state, and federal laws. As such this position is responsible for maintaining and providing current, up-to-date knowledge of environmental laws, land use regulations, policies, project work windows, environmental mitigation measures, proposed legislation, best management practices and current technologies and/or other relevant environmental data related to Northwest Region. Additionally, this position provides agency wide staff level tribal consultation support through cross-division intra-agency coordination and collaboration.
This position is eligible to telework but is frequently required to report on-site to meet business needs.

Duties

Some of what you will do:

  • As the designated environment regulatory compliance point of contact for all NW Region Parks Development Program projects, this position is responsible for managing the regulatory compliance needs for all Development proposals within NW region by overseeing all official environmental declarations and facilitating complex project environmental reviews/compliance which include all facets of environmental regulatory compliance associated with scoping, planning, permitting, contracting, construction, and evaluation of development projects assigned to the region. Creates site plans, permits applications, or elements of plans and applications compliant with agency standards.
  • Acts act as the SEPA Responsible Official for all Northwest Region SEPA threshold determinations and Categorical Exemptions. Supervises, directs and works closely and collaboratively with the NW Region Environmental Planner 3 (In-training) to develop and coordinate a regional SEPA review strategy for all region project and non-project actions to ensure a flexible but timely, cohesive, and comprehensive compliance/review for all Development SEPA reviews including but not limited to SEPA reviews for FEMA projects, grant projects, park projects, deferred maintenance proposals, partnership proposals, Special Activity Permit proposals, Real Property Agreement proposals, Concession Lease proposals, and other projects/agreements as needed.
  • Direct and work with the Environmental Planner 3 (In-training) to manage the regulatory compliance planning strategy for effective and timely environmental regulatory compliance/permit acquisition for all actions within Northwest Region in addition to Capital projects including: operations activities. FEMA projects. grant projects. park projects. deferred maintenance proposals. partnership proposals. Special Activity Permit proposals. Real Property Agreement Proposals, Concession Lease proposals. and other projects/agreements as needed.
  • This position will work closely with the agency's Tribal Relations Director, Archeology Program Manager. Region Archaeologists and other Environmental Planners to coordinate and conduct regular, non-formal. Tribal outreach for relevant agency proposals with each of Washington State's 29 federally recognized Tribes.

Qualifications

Required qualifications:

  • Bachelor’s degree involving major study in environmental sciences, physical sciences, natural sciences, environmental planning, or other closely allied field AND three (3) years of professional level experience with environmental regulations and permitting that requires consistent exercise of independent judgement that requires advanced knowledge. This does not include experience as an assistant or technician.
Preferred Qualifications:
  • Master’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning, or other closely allied field.
  • Experience acting as a SEPA responsible official.
  • Knowledge of planning principles, techniques, current trends, environmental laws, policies, and programs concerning all phases of state resource development; governmental administrative structure at local and state levels; environmental, social, and other problems affective development of local and state resources; methods and objectives or urban regional and natural resources planning.
  • Familiarity with GIS systems (GPS/GLONASS devices).
