Emergency Management Program Specialist 4
Camp Murray, WA
The Washington Emergency Management Division (EMD) is seeking a talented, energetic, positive, and motivated Regional Public Assistance Program Supervisor that will provide professional level emergency management, grants management, and project/program management. Additionally, this position is responsible for supervising professional senior and expert level emergency management team.
This is a civilian position and does not require military service affiliation.
Emergency Management Division
As part of the Washington Military Department, the EMD leads and coordinates mitigation, preparedness, response and recovery in Washington State to minimize the impact of disasters and emergencies on the people, property, environment, and economy.
Public Assistance Program
The Public Assistance Program administers the state and federal public assistance and infrastructure program for all disasters designated as a Presidential Declared Disaster. The Public Assistance Program enables governments, communities, non-profit organizations, and tribes to recover from the immediate and long-term impacts of disasters. The program provides state and federal funds to these agencies for the repair and restoration of damaged public facilities, as well as to reimburse the agencies for a portion of the costs associated with emergency work and debris removal due to the disaster.

Duties

Responsibilities include:
Administer and manage the Public Assistance (PA) Program within an assigned regional geographical area as the delegated program supervisor for the program.

  • Provide grant program managerial oversight and operational direction to ensure staffing and resources are properly aligned to meet program assignments.
  • Develop work methods and administrative grants management procedures to implement the PA Program throughout the long-term disaster recovery cycle.
  • Develop and implement PA Program outreach strategies to increase overall governmental and public nonprofit participation.
Serve as a working supervisor responsible to provide professional level emergency management and grants management support to the Public Assistance project and staff.
  • Provide supervisory direction and guidance to 6 full-time staff and leads 15 Disaster Reservists within the PA Program.
Monitor completion of multiple sub-awards for Sub-recipients through administrative reviews, office visits, and in-field construction monitoring and certification visits.
Coordinate National Weather Service (NWS) and US Geological Survey (USGS) official weather/impact statement and public/private nonprofit facility infrastructure damage assessments for inclusion in Governor request to the President for Major Disaster federal assistance.
Serve in an operational capacity in the State Emergency Operations Center (SEOC) and/or Joint/Area Field Office (JFO/AFO) during emergencies and disasters.

Qualifications

REQUIRED QUALIFICATIONS
Option 1:

  • Two years of experience as an Emergency Management Program Specialist 3, and
  • One year of lead and/or supervisory experience.
Option 2:
  • Bachelor's degree, and
  • Five years of professional level experience in emergency management, financial management (grant, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, environmental analysis/planning, civil/structural engineering, legislative affairs, and/or urban planning, and
  • One year of lead and/or supervisory experience.
Additional qualifying experience will substitute, year for year, for the education requirement. A Master's degree or Ph.D. .degree will substitute for one year of the experience requirement.
DESIRED QUALIFICATIONS
Experience:
  • Writing, reviewing, and implementing strategic, mitigation, recovery, or operational plans.
  • Providing guidance for plan development to include outreach and training on planning topics.
  • Facilitating work groups with diverse stakeholders which includes sharing information, making decisions, and implementing strategies.
  • Grants management.
  • Reviewing, interpreting, and explaining regulations of grant requirements.
Knowledge of:
  • State and Federal planning standards and requirements.
Skills and Abilities to:
  • Assist with the development, negotiation, implementation, monitoring and evaluation of grants/contracts for federal, state, local governments, and/or private entities.
  • Demonstrate strong customer service skills, interpersonal communication and problem resolution.
  • Use Microsoft Office Suite (Word, Excel, Outlook, SharePoint, and TEAMS) to develop complex documents in support of program requirements.

Compensation: Wage/salary depends on qualifications or rules of promotion

CONDITIONS OF EMPLOYMENT

Background Investigation:Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.
Union Shop Provision:This position is covered by a union shop provision - Washington Federation of State Employees.
Driver's License:
  • Valid to drive in the State of Washington.
  • Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.
Military Facility:Willingness to work on a Military Controlled Access Installation.
Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver’s License, or other REAL ID Compliant Identification.
Work Hours:A choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm and will include core business hours of 8:00 am to 4:00 pm.
Telework:This position may be eligible for some telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating in-person meetings will be needed.
Emergency Assignment:Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.
Travel:Regularstatewide travel may be required up to 20% to include overnight stays.
