Washington Management Service - Band 1
Camp Murray, WA
This is a project position in support of Diversity, Equity, and Inclusion (DEI) initiatives and is anticipated to last 18 months.

This is a civilian position and does not require military service affiliation.

The Washington Military Department (WMD) promotes a culture of respect and inclusion. It has begun a journey to facilitate individual and organizational DEI work. The Governor's initiative on DEI has provided a framework for the organization to move forward. To assist in this work, WMD is adding the role of DEI Manager. The DEI Manager is crucial to maintaining the momentum of this work at WMD and facilitating transparency and accountability among all stakeholders as it relates to DEI.

Reporting to the Human Resource Division Director, the DEI Manager is a member of the Human Resource management team that makes strategic decisions and organizational priorities. The DEI Manager acts as a key advisor on DEI to management and will collaborate closely with members of the Executive Management Team (EMT), building diversity, equity and inclusion. Additionally, the DEI Manager is responsible for reviewing and developing new DEI programs and training for staff and is accountable for the results of these programs. The DEI Manager partners with the agency's Joint Diversity Executive Council (JDEC), Pro-Equity, Anti-Racist (PEAR) Team, DEI professionals among other state agencies and Business Resource Groups (BRG's) to further the DEI vision for the agency.

Duties

Responsibilities include:

  • As a DEI subject matter expert, contribute perspective, insights, and knowledge, and take a balanced consultative and systematic approach to enable the organization to achieve measurable results.
  • Co-leads the Department’s Pro-Equity, Anti-Racist (PEAR) Team. Assists with the Equity Impact Assessment process, PEAR strategic Action plan and reporting requirements.
  • Evaluates and leads the agency DEI development efforts by identifying areas for improvement and assessing the short and long-term DEI goals in the agency strategic plan.
  • Responsible for driving DEI goal attainment through program management and defined project plans; manage implementation activities, and develop processes, documentation and communications for program/process rollout and ongoing support.
  • Assists in the incorporation of equity principles into the delivery of programs and services.
  • Provide coaching to employees, supervisors, and managers via one-to-one and group interactions.
  • Leads listening sessions.
  • Researches, recommends, and implements agency-wide training and development opportunities for all team members to promote cultural understanding and competence.
  • Work closely with HR leadership to ensure HR policies and practices fully integrate DEI principles.
  • Makes recommendations on DEI strategies related to recruitment, talent management, leadership development, and engagement and retention of diverse talent within the agency.

Qualifications

REQUIRED QUALIFICATIONS

Five years of professional level experience developing and implementing diversity, equity and inclusion and/or Pro-Equity Anti-Racism (PEAR) strategies and initiatives designed to improve business/agency performance, foster talent in recruitment and retention, improve organizational culture, and increase equity in the services provided.

Preference may be given for knowledge and understanding of:

  • Skilled facilitator and competent in leading and training work groups.
  • Understanding of the national and regional conversation around DEI and a keen sense of best practices and emerging issues.
  • Demonstrated ability to conduct investigations, write investigation reports, and communicate effectively.
  • Strong analytical skills and the ability to assess highly sensitive situations.
  • Knowledge of nondiscrimination laws.
  • Demonstrated commitment to implement program innovation, assessment and metrics-based management.

Supplemental Information

Compensation: This position is in the Washington Management Service (WMD Band 1). The successful candidate's salary will range from $96,000 - $103,440 annually, depending on qualifications.

CONDITIONS OF EMPLOYMENT

Background Investigation:
Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.

Driver's License:
  • Valid to drive in the State of Washington.
  • Must meet the requirements of the REAL ID Act. This is required for base access and will be required upon hire.
Military Facility:Willingness to work on a Military Controlled Access Installation.
Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver’s License, or other REAL ID Compliant Identification.
Work Hours: A choice between Monday through Friday (5/8 schedule), Tuesday through Friday (4/10 schedule), or Monday through Thursday (4/10 schedule). Actual work hours will start no earlier than 6:00 am and end no later than 6:00 pm and will include core business hours of 8:00 am to 4:00 pm.

Telework:This position is eligible for telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating in-person meetings is required.

Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work for extended periods of time in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

Travel: Limited state-wide travel may be required.
