This position manages contracts, provides training and technical assistance to substance use disorder prevention providers statewide, and manages opioid prevention initiatives as part of Washington’s overall opioid response. It will require a candidate who provides consistent, quality communication with community and agency partners, as well as an ability to provide strategic direction related to opioid prevention strategies. About the division:
The Division of Behavioral Health and Recovery (DBHR) mission is to transform lives by supporting sustainable recovery, independence and wellness through substance use disorder prevention and mental health promotion efforts. DBHR provides support for substance use disorder, mental health, and problem gambling services. The substance use disorder prevention and treatment programs promote strategies that support healthy lifestyles by preventing the misuse of alcohol, tobacco, and other drugs, and support recovery from substance use disorder.
About the position:
The Prevention System Manager (PSM) is responsible for contract monitoring and compliance with state and Federal contracts and related documentation. The PSM provides culturally appropriate and culturally sensitive technical assistance and training that disseminates the latest substance use disorder prevention science research for service providers, community-based organizations and coalitions. The PSM implements statewide evidence-based opioid and other drug prevention initiatives based on comprehensive knowledge of effective policies, planning processes, program facilitation, and evaluation through a minimum of one statewide project.
This position is the designated state level technical subject matter expert (SME) in prevention program development using the Center for Substance Abuse Prevention (CSAP) Strategies and responds to complex issues. This position formulates broad strategic direction in statewide policy and prevention system development.
This position is eligible to telework part-time but is frequently required to report on-site, attend conferences, and conduct site visits across Washington state to meet business needs. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:

  • Manage and monitor culturally based substance use disorder prevention services and contract execution.
  • Review and approve annual and biennial prevention strategic plans.
  • Monitor and document contract compliance.
  • Review and process monthly contract payment invoices.
  • Track prevention contractor performance data; monitor programs and document contract compliance.
  • Conduct biennial on-site reviews.
  • Provide strategic technical assistance and training.
  • Analyze funding, grant, and project guidelines and requirements.
  • Assist in policy and programmatic development.
  • Lead planning and implementation of prevention strategies and special meetings.
  • Formulate statewide policy on complex prevention issues and system improvement.
  • Provide strategic direction on statewide implementation and programmatic development.
  • Participate in determining priorities and quality improvements to the statewide prevention system.
  • Manage and oversee projects that involve representation from other agencies.
  • Develop and monitor the implementation of goals, objectives, division administrative policies and procedures for assigned statewide projects.
  • Negotiate and manage the development, preparation, implementation, and monitoring of provider contracts for projects.
  • Report project outcomes to funding agency as required.

Qualifications

Required qualifications:
This position offers the possibility for on-the-job training. Multiple levels of education and experience will be considered for this position, please read carefully below to see which level may align with you.
This position requires the following professional experience:

  • Providing behavioral health or social services, specifically in relation to substance use disorder prevention or mental health promotion.
  • Contract management, grants management, and/or other comparable experience.
  • Project management.
  • Managing workforce development, communications, and implementation of educational training programs.
  • Community engagement and providing technical assistance to community partners.
  • A Valid Washington driver’s license.

If hired at the MAPS1 level (in-training) ($53,964– $72,552 annually)
  • Bachelor’s degree in public policy and administration, Prevention Science, Public Health, Community Health Education, Health and Human Services, Social Sciences, communications, or closely related field AND 3 years of professional experience.
OR
  • Master’s degree in one of the fields above AND 1 year of professional experience.
Upon completion of one year in the MAPS1 in-training position, the candidate will progress to MAPS2 classification. Upon completion of one year in the MAPS2 in-training position, the candidate will then progress to MAPS3 classification.
If hired at the MAPS2 level (in-training) ($59,616– $80,112 annually)
  • Bachelor’s degree in public policy and administration, Prevention Science, Public Health, Community Health Education, Health and Human Services, Social Sciences, communications, or closely related field AND 4 years of professional experience.
OR
  • Master’s degree in one of the fields listed above AND 2 years of professional experience.
Upon completion of one year in the MAPS2 in-training position, the candidate will progress to MAPS3 classification.
If hired at the MAPS3 level ($ 65,748 – $88,416 annually)
  • Bachelor’s degree in public policy and administration, Prevention Science, Public Health, Community Health Education, Health and Human Services, Social Sciences, communications, or closely related field AND 5 years of professional experience.
OR
  • Master’s degree in one of the fields listed above AND 3 years of professional experience.
Notes for all levels:
  • Certified Prevention Professional accreditation will equate to one year of required experience.
  • Additional qualifying experience may substitute year for year, for required education.
Required competencies:
  • (MAPS3 only) Current certification as a Certified Prevention Professional in Washington State or equivalent standing as recognized by a national accreditation body, or a plan to receive the Certification within 18 months of hire[SM(1] [LF2] .
  • Knowledge of current prevention theories and technology including risk and protective factor framework, the Strategic Prevention Framework, community needs and resource assessment, principles of effectiveness, and best practices.
  • Have a demonstrated knowledge of prevention planning and programming, and principles of management.
  • Demonstrate skills providing training and technical assistance to culturally diverse audiences on prevention and health promotion topics.
  • Demonstrate skills to communicate effectively and persuasively with multiple audiences, both orally and in writing including ability to facilitate small and large groups in community-based strategic planning and form relationships with strategic partners.
  • Ability to organize, coordinate, and manage complex statewide projects.
  • Ability to interpret policies and guidelines and use independent judgment for critical decisions when faced with conflicting demands.
  • Ability to analyze proposed state and Federal legislation to assess the programmatic and fiscal impact on substance abuse prevention programs in Washington State.
Preferred qualifications:
  • A minimum of three (3) years' experience working successfully with community-based prevention efforts.
  • Experience working with diverse communities.
  • Experience with negotiating and managing performance-based contracts and providing technical assistance services.
  • Possess a demonstrated knowledge of laws, regulations, policies, requirements regarding state and federal revenue sources, and contract procurement, negotiation, and management.
