State of Washington Employment Security Department is Hiring a Fiscal Analyst 4 - LCD: Olympia/Flexible Near Olympia, WA

Description

The ideal candidate will have experience in state accounting which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting. They will be self-motivated, analytical, pay close attention to details, and are energized by working within a strong team environment and willing to learn and grow as part of the team.
As our Fiscal Analyst (FA4) for the Leave and Care Treasurer’s unit you will assist in providing management of state accounting functions for all PFML and LTSS Treasury financial activities and state reporting as prescribed by statue. Responsible for general ledger reconciliations and preparing correcting entries to reflect these accurately, ensuring the accounts reflect the proper balances. You will support the organizational mission by providing accurate and timely financial information to the Treasury Manager, Treasury Supervisors, and other agency staff that will assist them in reporting the agency's financial activities. This is a full-time/permanent, Fiscal Analyst 4 (FA4), with flexible schedule options that include working one day per week in office.

Duties

You will assist in planning, developing, and implementing fiscal programs designed to enhance effectiveness, control expenditures, provide needed services, and assure conformance with the laws and public policies.
Some of what you will do:

  • Assist with preparing statistical data and ensuring compliance of financial policies and procedures and OFM regulations.
  • Initiate and develop fiscal management reports as required for effective accounting and management practices.
  • Perform accounting activities in an accounts payable or receivable system at year end for Comprehensive Annual Financial Report (CAFR) preparation, upload daily financial data into the state accounting system.
  • Acts as backup for assigned unit financial and accounting operations and activities.
  • Assist in the management of the unit financial and accounting operations and activities.
  • Analyze reports and reconcile assigned general ledger accounts to ensure accurate accounting records.
  • Lead on the activities of financial and assigned unit staff and train on internal PFML/LTSS financial system, Microsoft Dynamics (AX).
  • Establishes, integrates, and maintains accounting sub-systems and methods; review internal policy for compliance with OFM standards and procedures.

Qualifications

What you bring:

A combination of education and/or relevant professional experience equivalent to seven (7) years, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.

** Professional experience may substitute for education but not for the credit hours.
** A Master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for one year of professional experience.
Desired:
Positions at this level function as a Principal Assistant to the Fiscal Analyst 5, experience in the following would be beneficial in this role:
  • Previous lead experience preferred.
  • G/L and cash accounting experience preferred.

Education to Experience Equivalences:
Associate Degree = 2 years | Bachelor’s Degree = 4 years | Master’s = 5 years
