The Opportunity
WSDOT Accounting and Financial Services (AFS) division is currently seeking a highly organized, detail oriented Fiscal Analyst 2 to fill a vacancy within the Payments and Receipts unit. This position contributes to the mission of the department by ensuring cash receipts, vendor payments, and journal vouchers comply with regulations in support of delivery of WSDOT transportation projects. The position is responsible for performing general accounting duties. As a Fiscal Analyst 2 in the Payments and Receipts unit, the incumbent will make independent decisions and perform specialized fiscal duties supporting the processing, review and/or analysis of journal vouchers or cash receipts from department customers.

What to Expect
The mission of AFS is to deliver high quality financial services, consultation and training that support WSDOT in providing safe, reliable, and cost-effective transportation options to improve livable communities and economic vitality.
Among the varied range of responsibilities held within this role, the Fiscal Analyst 2 will:
  • Review and approve TRAINS journal vouchers submitted by WSDOT organizations to AFS daily.
  • Monitor and work journal voucher queue daily; includes both matched and unmatched documents; research and resolve missing documents.
  • Process cash transfers by daily deadline.
  • Utilize Cognos, ECM and PCMS research sponsored trip account monthly to identify corrections and clearing entries.
  • Research and reconcile travel advance account monthly.
  • Process clearing entry journal voucher for accounts in office monthly.
  • Review vendor payments and PCMS transactions to determine appropriate Use Tax owed.
  • Prepare monthly Use Tax payment vouchers and journal vouchers and submit for processing in office.

Qualifications
To be considered for this opportunity, the following are required:
  • High School diploma.
  • 18 quarter or 12 semester hours in accounting, auditing, or budgeting. (Additional experience may substitute for accounting credits.)
  • Two (2) years of experience in a financial field. (Additional education may substitute for experience.)
  • The ability to meet necessary deadlines established, communicate effectively, both oral and written, with a large internal and external customer base.
  • Skilled in organizing and prioritizing to perform daily tasks and switch between multiple tasks.
  • Analyze, interpret, and reconcile data from different financial systems.
  • Navigate, query, update and prepare financial entries in financial systems.
  • Research applicable state laws, rules, policies and procedures related to area of responsibility.
  • Perform work in accordance with GAAP, state and agency policies.
  • Utilize Microsoft Excel and Word at an intermediate level.
It is preferred that qualified candidates also have:
  • Associate’s degree.
  • Experience in governmental accounting.
  • Experience with WSDOT systems: TRAINS, PCMS, Cognos.

  • This recruitment may also be used to fill additional positions per business needs.
  • This is a project, limited duration position, anticipated to last until December 31, 2025.
  • In addition to the salary range listed, a general wage increase of 3% will be applied for all state employees on July 1, 2024.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
  • This position may be eligible for partial telework after training period. Will require a minimum of two days per week in Olympia HQ office with required adjustments for deadlines and workload peaks.
