The Opportunity
WSDOT is currently seeking a Facilities Manager (TE4) in Vancouver, WA. This position initiates, prioritizes, and manages the building maintenance needs for Southwest Region buildings, rest areas, and radio sites. The Facilities Manager is responsible for 152 buildings, (approximately 394,577 Sq. Ft.) on 42 different sites throughout the region. By providing routine and emergent maintenance on SWR facilities, the incumbent ensures reliable facilities for WSDOT employees, business needs, customers, and the traveling public. In addition, the Facilities Manager secures program funding for minor capital work and manages maintenance and operations program funds of approximately $4,000,000. This position supports the agency’s goals of Workforce Development, Diversity, Equity, and Inclusion, (DEI), and Resilience.
What to Expect
Among the varied range of responsibilities held within this role, The Facilities Manager will:

  • Manage regional facilities maintenance budget and minor capital budget.
  • Receive, prioritize, and determine course of action on requests for facility work.
  • Procure Building permits as needed for facility projects.
  • Respond to after-hours emergency calls such as alarms, security issues and facility repairs.
  • Work with Area Superintendents identifying needs in their areas and deficiencies at rest areas they operate.
  • Prepare contract plans, specifications and estimates for facility projects.
  • Manage space usage, needs and modifications, leased space, and janitorial contracts throughout the region.
  • Manage the facility program and assist two facilities maintenance supervisors and one Facility Planner who assign corrective maintenance, preventative maintenance work and project work, assist in scheduling of work.

Qualifications
To be considered for this opportunity, the following are required:
  • Four (4) years of experience in Facility Management, Maintenance, and Repair or estimating, preparing, and delivering construction projects.
  • In depth knowledge of Facilities Operations and Maintenance, Construction, and Management practices.
  • Knowledge of Policies, Directives, Executive Orders, and Business Plans.
  • Knowledge of large budget preparation, management, and delivery.
  • Knowledge of the WAC's, RCW's and other statures that affect facilities.
  • Experience using computers and other electronic devices for communications with specific skills in Microsoft Outlook, Word, Excel, architectural drawing programs.
  • Experience working with a variety of personalities using skills to communicate effectively with a broad spectrum of contractors, employees, technicians, and managers.
  • Experience implementing change.
  • A valid driver's License.
  • Ability to respond 24/7 to emergent needs or assign a designee to respond in the position’s absence.
  • Ability to travel to sites to perform inspections, estimate projects, and oversight of repairs.
  • Ability to relocate tools, equipment, and materials weighing up to 30 pounds.
It is preferred that qualified candidates also have:
  • Five years of experience in facilities management, engineering, architecture, or construction management, or
  • Five years of experience in preparation, inspection, and administration of facilities contracts.
