Description

As the Emergency Management Program Specialist 2 (EMPS2), you will perform journey-level emergency management duties at Eastern State Hospital (ESH).
The responsibilities of this position encompass all 4 areas of Emergency Management: Preparedness, Hazard Mitigation, Response, and Recovery for this organization that employs approximately 1,200 employees, and houses 375 psychiatric patients.
Some of what you will do:

  • Provide technical expertise and assistance during and after disaster response events including Continuity of Operations activities.
  • Report and support emergency operations in an Incident Command Center (ICC) activation during an organizational emergency or disaster.
  • Responsible for management and training related to specialized emergency management communications systems e.g., mass communications systems and satellite phone.
  • Develop, manage, and participate in tabletop, functional or full-scale exercises. Records and analyzes drill data to develop After-Action-Reports and associated performance improvement activities.
  • Educate on and promote Incident Command System (ICS) methodologies.
  • Participates in Behavioral Health Administration strategic emergency planning activities.
  • Prepare and implement organizational emergency management training curriculum.
Who should apply:
  • Two years of experience as an Emergency Management Program Specialist 1, OR
  • A Bachelor's degree and 2 years of professional level experience in any of the following areas:
    • emergency management, homeland security, disaster mitigation planning, emergency communications systems, financial management (grant management, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, scientific environmental analysis or planning, civil/structural engineering, legislative affairs, and/or urban planning.
Additional qualifying experience will substitute, year for year, for the education requirement. A Master's or Ph.D. degree will substitute for one year of the experience requirement.
