We have an exciting opportunity for an Organizational Readiness Manager to join the WA Cares Fund (WCF) within the Aging & Long-Term Support Administration (ALTSA) that promotes, plans, and develops long-term care services for people with disabilities and our aging population within the Department of Social and Health Services (DSHS). Come help us establish and maintain a culture of change that is rooted in building partnerships while supporting impacted groups throughout the change process. This role is critical in ensuring change and improvement initiatives are communicated, supported cross-functionally, and measured to ensure overall success and opportunities for improvement.
The WA Cares Fund team to help develop the first-in-the-nation long-term care social insurance program and be part of the latest example of why Washington State is a national leader in long-term care policy. Our team is responsible for designing and implementing the program and helping Washingtonians understand this new benefit. In this role as an Organizational Readiness Manager, you will be responsible for a broad range of activities designed to ensure our internal processes, change management, and process improvement strategies will build and sustain an effective WA Cares Fund team. You will be directly responsible for formulating, planning, directing, and building organizational effectiveness for the WA Cares Fund team.

Some of what you’ll do:
  • Manage process development, mapping, and continuous improvement projects for WA Cares Fund.
  • Partner with leadership to document processes, develop structures, and implement Lean project plans.
  • Advise and recommend appropriate corrective and pre-emptive interventions for WA Cares Fund Leadership, ensuring decisions result from continuous improvement initiatives, analyses, and industry best practices.
  • Plan, implement, and facilitate strategies and initiatives aimed at guiding WA Cares Fund leadership.
  • Develop, direct, and implement action plans to track progress and ensure desired outcomes and staff.
  • Support change management efforts for process changes and other organizational changes
  • Collaborate, advise, and recommend with cross-agency partners on process development and improvement.
  • Manage the transition from project-focused to program/benefits delivery post-launch.
  • Prepare and present communications related to change management.
  • Attract, hire, train, and develop a process improvement specialist.

  • Project management expertise to effectively manage initiatives and drive results.

They understand the system and can navigate effectively to achieve desired outcomes, can handle several competing priorities at the same time in daily interactions, tolerate stress, and adapt to changing business needs.

Who should apply:
  • Bachelor’s degree in organizational development, organizational leadership, human resources management, applied behavioral sciences, business administration, or related field. Four years of paid professional-level experience may substitute for the bachelor’s degree.
  • At least five years of paid, professional-level experience in Lean processes, continuous improvement, and large-scale change management efforts.
  • A change management practitioner certificate, such as PROSCI, or at least 24 hours of instructor-led change management training. Two years of change management experience may substitute for the certificate.
  • At least two years of experience supervising professional-level staff.
Preferred/desired education, experience, and competencies:
  • Lean Six Sigma experience and certification.
  • Knowledge of, and experience with, multiple change management methodologies.
  • Experience guiding a large organization through a significant change.
  • Capable of delivering work products and services under tight deadlines.
  • work independently, and capable of absorbing and synthesizing large amounts of new information.
  • Familiarity with standard project management approaches, tools, and project lifecycle phases
  • Certified Change Management Professional (CCMP) certification
