Description

We are seeking a strong management experience, confident, and collaborative leader to support the Home and Community Services, (HCS)within the Aging and Long Term Support Administration (ALTSA) in Region 2. You will be responsible for the Region 2 offices and will have the oversight of programmatic supervision that spans Region 2. Please note that this position can be stationed in any Region 2 HCS office. Employees assigned to a duty station in King County will receive 5% premium pay calculated from their base salary".
As a Field Services Administrator, you will be managing, supervising, coordinating, setting expectations for performance, recruitment, hiring, mentoring, coaching, training, and evaluating staff performance. You’ll work with community partners and organizations, internal and external stakeholders including tribes and other state agencies throughout the region to create and develop partnerships, leverage resources, collaborate, and integrate programs You will provide training and outreach to local community organizations, facilities, hospitals, and others.

Some of what you will do
  • Act as a backup in the absence of the regional administrator as the delegated authority for daily regional field operations, budget, personnel matters, etc.
  • Responsible for the development, planning, leading, coordination, and implementation of all long-term care programs throughout the region.
  • Plan and monitor marketing approaches for resource development, service delivery planning, and program implementation and evaluation.
  • Respond to inquiries from the media, legislative liaison/constituent services, the public, and other documents upon request and respond to inquiries from headquarters.
  • Plan, develop, lead, coordinate, and implement all regional long-term services and support programs.
  • Recruit, hire, train, and evaluate staff through consistent monitoring of the quality and quantity of work while maintaining an ongoing dialogue with them.
  • Evaluate and manage employee performance, prepare performance assessments, and provide coaching, recognition, and corrective action as necessary.
  • Refer to regulations, policies, procedures, management bulletins, collective bargaining agreements (CBA), and guide implementation regionally.
  • Develop and draft written responses to constituent inquiries/complaints for, and/or on behalf of the regional administrator, HCS chief or operations, HCS director and assistant secretary, governor, or others.
  • Review, approve, or deny Region 2 Regional Exception to Rule (ETR) requests per WAC and local regional procedures.
  • Understand and interpret the program policies, procedures, rules, state and federal regulations to staff, clients, families, service providers, and other groups.
  • Oversee regional training, development, and implementation activities to both internal and external stakeholders.
  • Facilitate and participate in high-level meetings, and training, with community partners in time-sensitive matter, and attend local and regional union-management communication meetings.

Who should apply?

  • A master’s degree in social work, social science, health, public administration, or related field and four years of professional experience in planning, administering, developing, or delivering social and health services programs
    OR
  • A bachelor’s degree and five years of professional experience in planning, administering, developing, or delivering social and health services programs.
Skills and Abilities
  • Able to effectively lead, direct, and manage staff which includes mid-level supervisors in a very diverse and populace geographic area.
  • Complete knowledge and understanding of all the laws and regulations regarding In-Home, Hospital, Nursing Facility, and Residential Care Services in Washington State as well as knowledge of all programs administered by the Aging and Long-Term Support Administration.
  • Able to effectively plan for program implementation, manage programs, and analyze workload and staffing issues.
  • Able to work cooperatively with long-term care providers, tribal organizations, community organizations, and law enforcement agencies.
  • Able to work with long-term care providers and community organizations.
  • Ability to learn complex systems, review, retain, and apply knowledge of WAC. RCW, and ALTSA LTC Manual policy and procedures.
  • Ability to evaluate crisis and/or complex case issues and staff with appropriate authority to avoid potential liability and/or negative outcomes: developing effective and efficient solutions.

Preferred/desired education, experience, and competencies
  • Knowledge and understanding of Federal Laws regarding Native American Tribes.
  • Methods and techniques of policy development and management including principles and practice program planning and evaluation.
