The Washington State Department of Natural Resources (WA DNR) is on the lookout for an IT Business Analyst – Journey. This pivotal role is your chance to leverage advanced business analysis skills and product and program management expertise to drive meaningful initiatives.

Duties

Responsibilities:
Gather and validate business requirements

  • Engage with business and technical teams to understand problems and define the business case
  • Conduct interviews and workshops with users to gather requirements and create documentation
  • Work with the development team to translate business requirements into technical specifications
Evaluate and propose solutions
  • Research and analyze hardware and software systems to identify potential solutions that align with project requirements
  • Complete requirements gap analyses and assess the advantages and disadvantages of various solution proposals
  • Contribute to the preparation of Request for Information (RFI) and Request for Proposal (RFP) documents and participate in vendor selection processes
Oversee solution development, build, testing, and implementation
  • Validate business requirements throughout the project lifecycle and ensure business needs are met as issues arise
  • Create test plans for quality assurance and manage test plan implementation
  • Contribute to the development and implementation of user training strategies
Apply proven methodologies for business analysis
  • Provide project guidance and leadership in accordance with established industry best practices, e.g. PMBOK and BABOK
  • Utilize Agile processes and techniques to continuously improve project delivery and stakeholder satisfaction
  • Ensure adherence to statewide policies, regulations, and compliance standards throughout the project lifecycle

Qualifications

Required Qualifications:

  • Bachelor’s degree in Information Technology, Computer Science, Business, or related field AND Four years of Information Technology experience to include:
    • Consulting, analyzing designing, programming installing, and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment directing projects, and providing customer or technical support in information technology.
    • Completing projects successfully as an IT Business Analyst and understanding industry standard project management principles and practices.
      OR an equivalent combination of education and/or experience.

Special Requirements and Conditions of Employment:
  • Telework or hybrid.
  • Limited travel to regional offices, meetings, and training events.
Desired Qualifications:
  • Certification in Business Analysis or Project Management.
  • Knowledgeable in Agile Methodology.
  • Knowledgeable with LEAN management principles.
  • Public sector information technology management experience.
