State of Washington Dept. of Health is Hiring a Policy Advisor (MA 5) Newborn Screening Project - DOH8135 Near Tumwater, WA

Description

This recruitment announcement is for one (1) full-time project Management Analyst 5 (MA 5) position with the Washington State Board of Health (SBOH) anticipated to be funded through June 30, 2025. As a result, this position is not eligible for a Department of Retirement Services benefit for the duration of the placement. During the 2024 legislative session, the Legislature passed Senate Bill 6234, Screening newborn infants for branched chain ketoacid dehydrogenase kinase deficiency (BCKDKD) and SB 5829 Screening newborn infants for congenital cytomegalovirus (CMV). Both bills require the Board to review these conditions and make reports to the Legislature on the outcome of the reviews in 2025.
Make a difference
This Management Analyst 5 position’s purpose is to provide the critical policy analysis, rule development and technical advisory committee support to carry out these legislative requirements as well as the Board’s broader mission and work, particularly as it relates to newborn screening.
As the Policy Advisor for the Newborn Screening Project, your expertise and advice to the Board on complex, multifaceted and sometimes controversial public health issues of statewide significance will guide and support efforts to gather public input and engage diverse communities, Tribal public health partners, organizations and state and local government agencies in policy development. You will coordinate rule writing, track health statuses, and analyze laws, rules and other policies.
Some of what you’ll do:
  • Present research findings and recommendations or work products to the Board, legislature, technical advisory committee, other state or local health agencies, academia, and professional/ partner organizations, including community-based organizations and coalitions.
  • Help forge and maintain system partnerships with local health jurisdictions, Tribes and Tribal organizations, and professional associations, state and local governments.
  • Act as policy advisor on strategic initiatives related to the newborn screening project.
  • Coordinate rule development related to the Board’s work on children’s and community health, including topics such as newborn screening.
  • Serve as a liaison to governmental agencies, community and coalition groups, partners and interested parties.
  • Keep the Executive Director, Board sponsor and members informed of important developments through e-mails and telephone calls, and by convening/ facilitating meetings between the sponsor and partners when necessary.
  • Provide policy consultation and general support to the Board on issues related to newborn screening.

Work setting and location
The duty station for this hybrid position is in Tumwater, WA. The incumbent is expected to attend Board meetings, community forums and other meetings in person. We anticipate the incumbent will work at the Tumwater office 2-3 days weekly. Teleworking options and a flexible schedule are subject to supervisor approval.

Required Qualifications

Option 1: Eight (8) or more years of professional experience working in health policy development including a minimum of two (2) years of experience analyzing state and federal laws, legislation and rules to write reports and make policy recommendations.
AND
  • Two years of research/ data analysis.
  • Two years of experience developing and maintaining relationships with state or local agencies, Tribes, and other partners.
  • Two years of experience facilitating discussions among organizations, partners and interested parties with diverse interests to develop possible solutions to policy issues.
OR
Option 2:
A bachelor’s degree and four (4) or more years of experience in health policy development including writing and preparing professional reports or other documents with policy recommendations.
AND
  • Four years of experience in policy development, analysis and research/ data analysis.
  • Four years of professional experience researching or analyzing state or federal laws, legislation, or rules.
  • Four years of experience writing and preparing professional reports or other documents with policy recommendations.
  • Two years of experience developing and maintaining relationships with state or local agencies, Tribes, and other partners.
  • Two years of experience facilitating discussions among organizations, partners and interested parties with diverse interests to develop possible solutions to policy issues.
OR
Option 3: Master’s degree with major study in public health, environmental health, public administration, or closely allied field, and two (2) or more years of experience in policy development, analysis and research/ data analysis;
AND
  • Two years of professional experience researching or analyzing state or federal laws, legislation, or rules.
  • Two years of experience writing and preparing professional reports and other documents with policy recommendations.
  • Two years of experience developing and maintaining relationships with state or local agencies, Tribes, and other partners.
  • Two years of experience facilitating discussions among organizations, partners and interested parties with diverse interests to develop possible solutions to policy issues.

Desired Qualifications

  • Experience working with (implementing, developing, or enforcing) state and federal public health rules (e.g., immunizations, notifiable conditions, school health screening etc.)
  • Experience developing, researching, or analyzing policy for impacts on public health or the social determinants of health, or disproportionately impacted communities and populations.
  • Experience preparing professional reports and other documents with policy recommendations, legislative analysis, or rule writing.
  • Experience developing and maintaining relationships with state or local agencies, Tribes, and other public health partners.
  • Experience identifying, reading, interpreting, and summarizing peer-reviewed research.
  • Experience facilitating discussions with groups of people with diverse interests to develop possible solutions to policy issues.
  • Experience working with diverse communities and historically marginalized communities in a culturally and linguistically appropriate manner.
Competencies:
  • Understanding of research methods.
  • Understanding of the legislative process and agency rulemaking processes.
  • Understanding of the public health system in Washington State.
  • Understanding of the structural determinants of inequities and social determinants of health and health, including how racism and other systems of oppression impact health and well-being.
  • Excellent writing skills with attention to detail and the ability to translate complex and technical subject matter into understandable and culturally appropriate language for non-technical audiences.

Conditions of Employment/Working Conditions
