Description

Keeping Washington Clean and Evergreen
The Nuclear Waste Program (NWP) within the Department of Ecology is looking to fill a Permit Data Specialist/Sitewide Permit Writer (Environmental Specialist 3) (In-Training) position. This position is located in our Richland Field Office (RFO) in Richland, WA. Upon hire, you must live within a commutable distance from the duty station.
In this position, you will contribute to the Nuclear Waste Program's mission to lead the effective and efficient cleanup of the U.S. Department of Energy's Hanford Site. This position supports the management and configuration control of the four major dangerous waste permits of the Nuclear Waste Program (NWP). Configuration control of the permits ensures that the permits are kept consistent, enforceable, and implementable. The Site-wide Hanford permit is the largest and most complex dangerous waste permit in the State of Washington. Gain experience with both state and federal hazardous waste regulations, learn what it takes to manage mixed waste safely, and work on one of the largest and most complex cleanup sites in the nation at the Hanford Site.

This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Specialist field and achieve the goal class of an Environmental Specialist 3. Candidates will be considered at theEnvironmental Specialist 1, Environmental Specialist 2, andEnvironmental Specialist 3 levels, depending on their qualifications. Duties

What makes this role unique?

Reporting to the Deputy Program Manager, in this role, you will support the management and configuration control of the four major dangerous waste permits of the Nuclear Waste Program (NWP) in the Richland Field Office, just south of the U.S. Department of Energy Hanford Site (https://www.hanford.gov). Those permits are the Rev 8C Dangerous Waste Hanford Site-wide Permit, the Rev 9 Dangerous Waste Hanford Site-wide Permit, the Perma-Fix Dangerous Waste Permit, and the Puget Sound Naval Shipyard Dangerous Waste Permit. Configuration control of the permits is necessary to ensure the permits are kept consistent, enforceable, and implementable.
What you will do:
  • Serve as lead and as one of a few members of the NWP staff who have access to the controlled versions of the permit files; as such, knowledge of the regulations and internal permitting processes that promote completeness, consistency, enforceability, and accuracy is essential.
  • Working with the Permitting staff and Administrative Services, ensure the Perma-Fix and Puget Sound Naval Shipyard Permit files are secure and that files are shared with internal Permit staff or Permittees for permit modifications and permit renewals when needed.
  • Working with the Permitting Staff and Administrative Services, ensure Hanford Site-wide Permit Files for Rev 9 Dangerous Waste Site-wide Permit are secure and that files are shared with internal Permit Staff or Permittees to prepare for transmittal of the modified renewal for the public review and then final permit issuance.
  • Provide modifications in secured files when changes are approved by Ecology. Ensure newly modified files are placed on the external Ecology website.
  • Conduct independent quality assurance and quality control of all changes made to secured permit files.
  • Work with internal Permit Staff or the Permittees to ensure that all appropriate and correct permit files are ready for the Quarterly Class 1 and 1 Prime permit modification through permit production.
  • Work with internal Permit staff of the Permittees to ensure that all appropriate and correct permit files are ready for the Class 2, 3, and Agency Initiated permit modifications through permit production.
  • Understand all the steps in the NWP permit modification process, configuration control, and permit production.

Qualifications

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

At the Environmental Specialist 1 level: Pay Range 38 ($3,220 - $4,282 monthly) (In-Training)

A total of four (4) years of experience and/or education as described below:

Special Requirements/Conditions of Employment:

  • This position requires passing a U.S. Department of Energy training and test and acquiring a badge for access to the Hanford Site.
  • Must possess and maintain a valid driver’s license.
  • HAZWOPER 40-hour certification is required to perform this work within 6 months of hire. Must be able to meet the physical activity requirements for this certification.
