Description

Keeping Washington Clean and Evergreen
The Financial Services Division within the Department of Ecology is looking to fill a Fiscal Analyst 2position. This position is locatedin our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
In this position, you will be responsible for the invoicing and reconciliation of the Voluntary Cleanup sites from the Toxics Cleanup Program, and the Spill sites from the Spills Program. You will work closely with the programs to ensure billing is correct and timely. You will also help the Fiscal Analyst 3 desk for the Toxics formal sites and gain knowledge of the formal side of Toxics.
Agency Mission: Ecology's mission is to protect, preserve and enhance the environment for current and future generations.
Program Mission: The Financial Services mission is to manage the agency’s financial resources and support agency planning so that environmental goals and strategic priorities are met.
Tele-work options for this position: Upon completion of initial training and onboarding, this position will be eligible for up to a 60% tele-work schedule. Duties

What makes this role unique?

In this role, you will serve as the sole representative for Voluntary Cleanup Program (VCP) and Spills Program invoicing. You will have the opportunity to learn about the VCP and Spills Programs with ongoing applications and environmental spills to be tracked.
What you will do:
  • Set up of new customers in our Ecology Helping Unify Business (EHUB) system.
  • Invoice for VCP and Spills.
  • Past due notices.
  • Payment coding reconciliation.
  • Bankruptcy tracking.
  • Journal Voucher adjustments.

Qualifications

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.
  • A Bachelor's degree with a minimum of 18 quarter or 12 semester hours of college-level accounting AND a minimum of two years of relevant experience, including accounting, bookkeeping, or payroll experience.
  • Professional accounting experience may substitute for education, but not for the minimum accounting credits.
  • A Master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.

6 years of experience.

5 years of experience.

Combination 3

60-89 semester or 90-134 quarter credits (AA degree), which includes at least 18 quarter or 12 semester hours of college-level accounting.

4 years of experience.

Combination 4

90-119 semester or 135-179 quarter credits, which includes at least 18 quarter or 12 semester hours of college-level accounting.

3 years of experience.

Combination 5

A Bachelor's Degree or higher with a minimum of 18 quarter or 12 semester hours of college-level accounting.

2 years of experience.

Combination 6
A Master’s degree or higher in a financial related field; or certification as a Public Accountant (CPA), Internal Auditor (CIA), Certified Governmental Financial Manager (CGFM) or Management Accountant (CMA).
No experience required.
