The Department of Corrections (DOC) is seeking a highly motivated and qualified individual for a Safety Officer 1 position. This is a full-time, permanent position located at the Monroe Correctional Complex in Monroe, WA.
The Monroe Correctional Complex (MCC) is comprised of five units: Washington State Reformatory Unit (WSRU), Twin River Unit (TRU), Minimum Security Unit (MSU), Special Offenders Unit (SOU), and the Intensive Management Unit (IMU). In all, MCC houses approximately 2,500 incarcerated individuals and employs approximately 1,200 staff.

Duties

This position is responsible for assisting the administration of the comprehensive employee occupational safety and health programs for assigned institution. This position develops and administers environmental health and accident prevention programs for employees, contract staff, incarcerated individuals, and visitors. This position assures the safety program complies with the Washington Industrial Safety and Health Act (WISHA) rules, regulations, and codes including developing unique safety and health programs for the assigned institution.

Program implementation and compliance
  • Assist in the development and implementation of safety programs, rules, and policies for employees, contract staff, incarcerated individuals, and visitors of the assigned institution.
  • Ensure compliance with DOC safety program policies and applicable regulatory safety standards/codes.
  • Conduct periodic local facility safety inspections to identify unsafe practices and recommend strategies for suitable corrective measures to manage the risk of accident and injury losses in accordance with WISHA and other regulatory standards.
  • Assist in recordkeeping for the safety program to include data analysis of trends, safety investigations, accident reports, inspections, hazard reports and safety meeting minutes.
  • Review accident/injury reports to ensure there is sufficient information and details and investigate as necessary to identify what caused the event and determine preventative strategies. Ensure completion and distribution in the SharePoint information database.
  • Review and investigate hazard reports to ensure any necessary corrective action is taken and is adequate to address and or eliminate the reported hazard.
  • Conduct hazard assesments
  • Assist in administering the Respirator Program
Safety program technical assistance
  • Assists the Facility’s Safety Officer 2 for emergency response utilizing the incident command system.
  • Confer with and advise managers, supervisors, and employees on occupational safety and health activities, challenges and needs.
  • Provide safety assistance, services, and technical advice to employees, incarcerated individual workers, volunteers, visitors, and contract staff.
  • Attend executive staff, chain-of-command, departmental, and other meetings as necessary to share safety information.
  • Provide timely reporting on current issues and other information such as regulatory agency visits, citations and notices, safety audits, and corrective action plans.
  • Assist in regulatory and departmental safety corrective action plans from operational and safety audits.
  • Assist and monitor facility contract safety plans.
  • Attend safety committee meetings and serve in an advisory capacity.
  • Conduct and document training on member roles and responsibilities for each new safety committee member and chairperson.
  • Ensure workers have access to current safety related program manuals, policies, operational memorandums, procedures, and standards.
  • Attend and participate in the local security advisory committee meetings assuring crossover between this committee and the institution safety committee(s).

Training, education, and information sharing
  • As required conduct training, included but not limited to hazard communication, vehicle safety, fire extinguishers, accident prevention, fall protection, electrical safety, and personal protective equipment.

Qualifications

Required:
  • A Bachelor's degree in occupational safety and health, safety studies, natural science, business or public administration, education, or allied field.
OR
  • Two years professional experience in occupational safety and health programs.
OR
  • Two years’ professional experience as an employee working in a Washington State Department of Corrections facility involving the assessment and application of safe behaviors and workplace practices.
Preferred:
  • Three years’ experience interpreting and implementing WISHA rules and regulations for a public agency.
  • Proficiency in SharePoint, Word, Excel, Outlook.

Telework Details
This position may be eligible to telework after initial in-office training is complete. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility as business requires.
