Location: Olympia, WA / Hybrid / Remote Optional - Some occasional in-state and national travel may be required. This position is non-permanent with an expected duration through June 2025. This position does have the possibility to become permanent.

This is an integral role for supporting the Integrated System of Care Section within the Partnership, Prevention, and Services Division, which has oversight of planning, curating and supporting a full continuum of services for families across Washington state. The Integrated System of Care Director is a leadership position within the Division. This position reports to the Assistant Secretary for Partnership, Prevention, and Servies who reports to the DCYF Secretary.

The Opportunity:
This position is a leadership position in the Partnership, Prevention, and Services (PPS) Division, and is one of 5 PPS Directors. The Director of PPS Integrated System of Care directly supervises 5 Administrators, one Health System Analyst, and an Administrative Assistant. The Integrated System of Care section is composed of program managers and professionals with experience and expertise in providing supports for young people involved, or at risk of involvement in, the child welfare and juvenile rehabilitation systems, as well as those with expertise in health, education, behavioral health, and developmental disabilities. The programs and initiatives in this section include Missing and Exploited Youth, Housing and Homelessness Prevention, Education, Youth Development, Youth Empowerment, Mentoring, Career Connected Pathways, Health Systems, Foster Care Health, Mental Health, Substance Use Disorders, Intellectual and Developmental Disabilities for children, youth, and young adults, and Adults with Disabilities programs and services.
This position is specifically responsible for:
  • Providing senior level leadership and oversight for programs and services within the Integrated System of Care scope, including (but not limited to) missing and exploited youth, housing and homelessness prevention, education, youth development, health systems, and integrated health (including mental health, substance use treatment, and developmental disabilities).
  • Managing complex information and work to resolve institutional and interagency conflicts.
  • Translating leadership team goals into actions within programs.
  • Supervising and training assigned staff with advanced level of expertise to provide statewide leadership and advancement within their program work assignments.
  • Providing leadership and guidance to staff in the drafting of reports to the legislature and analyzing and evaluating proposed legislation for possible impacts.
  • Managing the development and successful implementation of legislative mandates, including broad stakeholder engagement and contracts in the program areas supervised.
  • Assessing how unit activities impact race, equity, and social justice (RESJ) and for implementing strategies that address RESJ, both for staff and those served by DCYF.
  • Elevating awareness of RESJ within section and takes concrete action to incorporate RESJ fully into team thinking, discussion, and deliverables.
  • Partnering with and sustaining collaborative relationships across DCYF divisions to inform and improve the work of the unit.
  • Providing statewide leadership in a variety of committees and internal and external workgroups as assigned to represent PPS.
The Integrated System of Care Director also represents the Division of Partnership, Prevention, and Servies at multiple inter-agency forums and groups, with the goal of furthering appropriate service availability for the youth and young people served by DCYF.
Some of what you will get to do:
  • This position is responsible for and works independently to make significant, department-wide recommendations to division and executive leadership, which in turn may impact the development and improvement of statewide policies and programs.
  • This position supports DCYF headquarters staff, regional leadership, management, staff, families, stakeholders and community in collaborative partnerships and promotes ongoing feedback on activities and outcomes.
  • This position makes decisions regarding the system of care (e.g., mental health, education, health, etc.) as relates to our child and family-serving system. This position works closely with counterparts in Child Welfare Field Operations, Juvenile Rehabilitation, and other divisions to ensure that system supports are relevant and effective.
  • The incumbent must understand how and when to make a decision and how and when to escalate a decision to a higher level of authority.
  • This position makes decisions that are both strategic and tactical in nature. Strategic decisions are made to lay out what DCYF intends to achieve and what outcomes it prioritizes for families.
  • This position contributes to strategic decisions made regarding the multiple systems external to DCYF that impact the wellbeing of children, youth, and families to ensure focus and connection to agency goals and efficient/effective use of resources.
Required Qualification:
  • A Bachelor’s degree in social sciences, organizational development, public administration, business administration, behavioral sciences or an allied health field AND eleven (11) years of progressively responsible and multi-dimensional experience in leading teams and managing programs*.
OR
  • A Master’s degree in social sciences, organizational development, public administration, business administration, behavioral sciences or an allied field AND nine (9) years of progressively responsible and multi-dimensional experience in leading teams and managing programs*.
Please Note*- The most relevant experience can substitute year for year for the education requirement. The most desirable experience will be in specific program areas and staff which this position oversees; Independent Living Skills Program, Mental Health, Developmental Disabilities, K-12 Education Program, Post-Secondary Pathways Program, and the Education Training Voucher Program. The experience noted above must include substantial progressive responsibility in leading teams and supervising/leading staff is required.
This position also requires knowledge and experience in:
  • Advanced knowledge of child-welfare, juvenile justice, and the disproportionate impact of those systems on Black, Indigenous, People of Color, and LGBTQ youth.
  • Advanced knowledge of adolescent programs and integrated service delivery.
  • Excellent written, verbal, and interpersonal skills.
  • Experience with establishing relationships with people of diverse interests, backgrounds, races, cultures and perspectives to facilitate relationship building and communication among various groups and individuals.
  • Demonstrated ability to lead teams through organizational change, program planning, and quality improvement.
  • Planning, policy and data analysis skills to identify and present complex issues to employees, leadership, the legislature, and stakeholders, and to support them in using data to develop informed recommendations.
  • Specific experience administering, developing, supervising, or implementing relevant programs or services.
