Position and Salary
The Attorney General’s Office is recruiting for a permanent full time Regulatory Analyst 2 in the Insert Division. This position is located in City, Washington, and Choose an item.
Regulatory Analyst 2 Salary Range 60: $65,748 - $88,416.
The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.
The following stipends may apply based on position requirements:

  • Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend.
  • Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend.

Division Information
The Public Counsel Unit of the Washington Attorney General’s Office, located in downtown Seattle, is seeking to hire a regulatory analyst to join its team. The Public Counsel advocates on behalf of millions of Washington customers of state-regulated utility and transportation companies in front of the Washington Utilities and Transporation Commission (WUTC). Typical matters include requests to set utility rates, establishing and approving service quality standards, establishing clean energy standards and requirements, and approving business practices.

Duties

What does a Regulatory Analyst do?
Under the Unit Chief’s general guidance, regulatory analysts independently plan and perform complex research and analysis to formulate and support the Units’ position in significant regulatory proceedings as an advocate for the citizens of Washington State. This position will help formulate recommendations and communicate the Unit’s position to the Deputy Attorney General, Consumer Protection Division Chief, assistant attorneys general, UTC Staff and Commissioners, and other government agencies or interested parties, as appropriate. This position may direct the work of professional staff on a project basis.
Essential functions for the position include:

  • Perform and coordinate complex research on major energy (electric and natural gas), telecommunication, regulatory, consumer protection, and transportation issues.
  • Analyze and critique research, reports, and market data.
  • Prepare and submit expert oral and written comments and testimony.
  • Testify and undergo cross-examination in formal legal proceedings.
  • Present information during public open meetings before the Utilities and Transportation Commission.
  • Participate in utility advisory groups.

Qualifications

Option 1: A Bachelor’s degree involving major study in economics, accounting, business or public administration, finance, social sciences, engineering, law or related field
Plus
Three years of professional research or analysis experience with an institution engaged primarily in regulatory matters.
Option 2: Two years as a Regulatory Analyst 1 or equivalent. Research analysis experience in other capacities may be accepted.
An advanced degree in one of the fields listed above will substitute for one year of the desired experience.
The successful candidate must demonstrate:

  • A commitment to public service and a strong desire to protect customers who depend on essential utility service.
  • Superior writing and oral advocacy skills.
  • Excellent analytical skills.
  • Familiarity with accounting, economics, engineering, public policy, or clean energy strategies.
  • Demonstrated ability to work collaboratively and creatively with colleagues and stakeholders
