Qualifications

QUALIFICATIONS(Education must be from an accredited institution.)

Education and Experience: Graduation from an accredited college or university with a bachelor's degree in accounting, auditing or related field and experience equivalent to one year of full-time professional auditing, accounting, criminal investigation, financial management, or experience as an attorney.

Substitution of Experience for Education: Qualifying experience in professional accounting and/or auditing may substitute for the required education to a maximum of four years.

Substitution of Graduate Education or License for Experience: Graduate course work credit received from an accredited college or university in accounting, auditing, criminal justice, criminology, law or related field may substitute for the required experience on a month-for-month basis to a maximum of one year (e.g.,24 graduate semester hours (36 graduate quarter hours) in one or a combination of the above listed fields may substitute for one year of the required experience) or a current license as a certified public accountant may substitute for one year of experience.

Applicants for this class must:

  • Be willing to and able to qualify with, carry, and use assigned weapons.
  • Be at least twenty-one (21) years of age on the date of application.
  • Be a citizen of the United States.
  • Have a good moral character, as determined by investigation.
  • Complete a criminal history disclosure form in a manner approved by the appointing authority.
  • Agree to release all records involving their criminal history to the appointing authority.
  • Supply a fingerprint sample in a manner prescribed by the TBI for a fingerprint based criminal history records check.
  • Have no conviction for a felony or have been discharged under any other then honorable conditions from any branch of the United States armed forces.
  • Pass a physical examination administered by a licensed physician that is consistent with the Americans with Disabilities Act and that relates to the essential functions of the position.
  • Pass a psychological evaluation administered by a licensed mental health professional that is consistent with the Americans with Disabilities Act and that relates to the essential functions of the position.
  • Possess a valid motor vehicle operator's license at the time of appointment.
  • Have a motor vehicle available for use in performance of job duties.
  • Must successfully complete a prescribed course of instruction at the Tennessee Law Enforcement Training Academy or the equivalent.

Examination Method: Education and Experience, 100%, for Preferred Service positions.

Summary

Under immediate supervision, is responsible for learning to perform criminal tax investigative work, and professional auditing work of average difficulty involving the audit of individual and corporate tax documents and records to determine tax liability; and performs related work as required. This is the entry class in the Revenue Special Agent – Criminal Tax sub-series. Employees in this class are expected to apply knowledge of the principles and practices of accounting and auditing and act in a training capacity in learning to investigate suspected cases of tax fraud, fair trade violation, or peddling contraband. As investigative knowledge and proficiency increases employees perform independently on assigned cases. This class differs from that of the Revenue Special Agent Criminal Tax Intermediate* in that employees in the latter class perform at the working level under general supervision. An applicant appointed to this career path class will be promoted to the next higher class in the series after successful completion of a mandatory one-year training period. An applicant appointed to this class must successfully complete a prescribed course of instruction at the Tennessee Law Enforcement Training Academy or the equivalent. Inadequate or marginal performance during the training course will result in automatic demotion or termination.

**An applicant appointed to this career path class will be eligible for a salary increase to the Revenue Special Agent Intermediate – Criminal Tax* class after meeting expectations in a mandatory one-year training period. Inadequate or marginal performance during the training period will result in automatic demotion or termination.


Responsibilities

RESPONSIBILITIES

  • Learns to conduct forensic tax audits of individuals or businesses.
  • Learns to determine the critical issues of an investigation in order to write final case reports which supply prosecutors with necessary evidence.
  • Learns to prepare and execute search warrants, summonses and judicial subpoenas.
  • Learns to conduct interviews and accurately document them in written form.
  • Learns to navigate, interpret, and successfully apply applicable laws, statutes, attorney general's opinion, and current administrative policy appropriate to the collection and processing of evidence.
  • Learns to testify to district attorney, judge, grand jury or at a trial, preliminary or departmental hearing.
  • Learns to engage in discourse, defensive tactics, and the operation of law enforcement equipment to resolve conflict.
  • Learns to conduct research through various internal and external databases.

Competencies

Knowledge, Skills, Abilities, Competencies, and Tools/Equipment Used

  • Knowledgeable in generally accepted accounting principles (GAAP) and practices, including financial statements and corporate formations and business structures.
  • Ability to operate general office equipment, and commonly used office software including, but not limited to, Microsoft Office.
  • Ability to operate a law enforcement equipped vehicle and other law enforcement equipment as assigned (i.e., Firearm, Handcuffs, Radio, etc.)
  • Ability to effectively communicate, both orally and in writing, with team members and internal and external customers while displaying a cooperative attitude. Maintains cooperative attitude through difficult situations.
  • Ability to demonstrate integrity and trust by being dependable and reliable in completion of work, commitments, and actions by following communicated guidance.
  • Skilled in critical thinking and using logic and reasoning to identify the strengths and weaknesses of
    alternative solutions, conclusions, or approaches to problems.

TN Driver Standards
