This position is located in the Bureau of Community Care.

NOTE: THIS POSITION REQUIRES EXTENSIVE TRAVEL AND/OR OVERNIGHT STAYS.

Responsible for conducting inspections/surveys/investigations and ensuring that the activities and services are in compliance with standards.

Specific duties included:

Supervises the activities of the field staff; provides training to field staff on inspection technique, effective communication, proper evaluation of standards, and policies/procedures. Evaluates State and Federal licensed activities and services as well as applicants for licensure to determine the degree to which standards are carried out effectively.

Primary link between field staff and Division Director. Provides summary reports to Division Director as needed, consults with support managers to obtain facility information, and represents the Division in the absence of the Division Director.

Consults with resource professionals and administrators. Prepares for and presents evidence in hearings/trials and participates in disaster preparedness and response. Designated an essential employee, subject to duty and/or call on a 24-hour basis during an emergency. Performs other duties as necessary.

Minimum and Additional Requirements

A bachelor's degree and relevant program experience.

Must possess and maintain a valid driver's license. Must have or be able to attain Surveyor Minimum Qualification Test (SMQT)/Quality Indicators Survey (QIS)/Centers for Medicare and Medicaid Services (CMS) Basic qualifications. Able to exceed eight (8) hours of work per day when needed. Willing to drive round trip up to four (4) hours and distances of up to 400 miles and accommodate overnight travel 3-4 nights per week. Must be able to lift and carry up to 20lbs to a distance and height of 20 feet.

Please note that the agency may require an official, certified copy of your transcript or diploma prior to hiring. Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.

Preferred Qualifications

A bachelor's degree in Healthcare Administration, Business Administration, Public Health Administration, Physical Science, and Natural Science, or related field and four (4) years of relevant experience and two (2) years of supervisory/management experience.

DRIVING RECORD: If this position requires the applicant to possess a valid driver's license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.

This position is part of the South Carolina Department of Health and Environmental Control's Residential Facilities Division/Bureau of Community Care. The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
