Under limited supervision, work in a leadership role to oversee the design, development, implementation, monitoring, backup, and disaster recovery of agency relational database systems of moderate to advanced complexity across platforms and computing environments to ensure availability, data integrity and credibility. To support agency initiatives and security policies with a primary focus on IBM DB2 and Microsoft SQL Server Databases.
  • Install, test, upgrade, administer, and monitor agency databases and related software to ensure integrity, availability, backup, and disaster recovery of those systems. To include data processes, workflow, reporting, policies, business terms, and rules to ensure identification of relationships across applications, ensure business rule validation, detect data out of established standards, and data quality to ensure data credibility. Promotes strategic initiative to improve the agency's overall operations.
  • Coordinates and assists in the planning, development, amendment, optimization, normalization, and implementation of database schedma to meet system(s) requirement throughout the development life cycle. Assist developers and information technology staff as necessary. Develop, document, and administer database operating and security procedures.
  • Gathers, analyzes, and normalize relevant information related to operations to identify poor database performance. Troubleshoot database systems and discern any resulting hardware and/or software issues. Make recommendations and take appropriate actions to improve database performance.
  • Directs the preparation of project reports for management and customers. Assesses project progress and is held accountable for results. Provide appropriate administrative documentation/project communication. Support the IT Service Center by responding to database related service calls.
Minimum and Additional Requirements
State Minimum Requirements: A high school diploma and work experience in systems development and maintenance, technical support, or the support of database management systems. A bachelor's degree in a related field may be substituted for the required experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Additional Requirements: Knowledge of computer hardware and a wide range of software including operating systems (Microsoft Server and AIX). Ability to plan, evaluate, design, normalize, optimize, maintain, monitor, and manager agency relational databases (Microsoft SQL, IBM DB2, Oracle). Must use industry best practices for disaster recovery and business continuity. Ability to establish and maintain working relationships with uses, technical staff, management and vendors. Ability to communicate effectively both orally and in writing. Ability to work independently in establishing priorities and responding to agency needs.

T his position is part of the South Carolina Department of Health and Environmental Control's Office of Information Technology (OIT). The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
