State of South Carolina is Hiring a Program Manager - Santee Cooper Near Columbia, SC

The South Carolina Office of Regulatory Staff (ORS) represents the public interest of South Carolina in utility regulation for the major utility industries – electric, natural gas, telecommunications, water/wastewater, and transportation – before the Public Service Commission (PSC), the court system, and state and federal regulatory bodies. Additionally, the ORS houses the state’s Energy Office, Broadband Office, Digital Opportunity Department, Equipment Distribution Program (EDP), and has responsibility for oversight of railroad safety and natural gas pipeline safety in South Carolina.
As a member of the ORS Energy Operations team, this position serves as the primary technical and regulatory liaison between the ORS and Santee Cooper. Job responsibilities include:
  • Manage the daily activities and technical/regulatory communications with Santee Cooper and coordinate the submission of various correspondence to the Santee Cooper Board of Directors and regulatory agencies such as the Public Service Commission.
  • Procure and coordinate the work of consultants and expert witnesses.
  • Maintain and enhance business and regulatory compliance processes for efficient and effective operation.
  • Analyze and interpret state and federal regulatory legislation, proposals, and other relevant material.
  • Prepare documents such as reports, testimony, exhibits, and review letters regarding regulatory issues or agency positions.
  • Analyze utility filings including utility rates, utility resource and operations planning, generation, transmission, and distribution.
  • Develop and prepare:
    • Testimony, reports, discovery responses
    • Cost recovery proposals
    • Utility rate design
    • Customer impact analysis
    • Utility financial reporting
    • Utility research on various topics
  • Monitor state and federal activity to determine impact on state regulations and policies and assist with special studies and reports.
  • Assist and provide support for the Energy Operations department in the regulation of investor-owned electric and natural gas utilities in South Carolina.
Bachelor's degree in accounting, business, finance, mathematics, economics, engineering or other related field. At least four years of progressively responsible technical experience in a utility setting or utility regulation. Ability to apply basic accounting principles to review and analyze financial statements including income statements, balance sheets, and depreciation schedules.
  • Position requires limited travel to include evening and/or out-of-town meetings.
  • Must possess a valid driver's license.
  • All ORS employees are required to attend ethics training annually for continued employment.
  • All ORS employees are prohibited from owning equity in regulated utilities.
  • Work hours are Monday-Friday, 8:30 am - 5:00 pm. Remote work is not available and employees work in-office at 1401 Main Street, Suite 900, Columbia, SC 29201.
