State of South Carolina is Hiring a Procurement Specialist II / DOFS Near Columbia, SC

With our Agency's mission to support the recovery of people with mental illnesses, we provide a complete array of medical and support services for children, adults, and families throughout South Carolina.
This position is located at the Department of Mental Health, Central Office, 2414 Bull Street, Columbia, SC 29201.
As the Procurement Specialist II, working under direct supervision of the Director of Procurement, you will be responsible for planning, coordinating, and/or perform administrative and support activities for the Procurement Office. Serve as backup to the Contract Specialist II and Inpatient Services Contract Manager.
Responsibilities for this Procurement Specialist II include but are not limited to:
  • Performs administrative duties to include but not limited to: maintain the quarterly file of Sole Sources, Emergency and Unauthorized Procurement, processing travel request, hiring paperwork, and managing of department files.
  • Serves as backup in maintaining and creating contracts for existing and new contracts, ensuring updates are included within the database, shared drive and file cabinets. this will require communication with internal staff and external staff and external vendors, file upkeep and organization. Liaison between negotiating amendments and addendums with vendors, internal personnel, and central office.
  • Ensures proper routing approvals are met and contracts are completed within a timely manner. Utilizes IaFolder when tracking contract routing approval queues.
  • Assists the Director of Procurement with updating policies and procedures. Prepares, analyzes, and oversees reports required by the SC Procurement Code and Regulations.
  • Assists with reporting Sole Source, Emergency, and Unauthorized procurements to State Fiscal Accountability.
  • Reviews and process purchases of goods/services up to $10,000 and State Contracts for Department of Mental Health in compliance with the SC Procurement Code and Regulations. Process Framework POs request.
  • Assists with processing purchase change order request and fiscal year end close out by direct supervisor.
  • Maintains a purchasing card for the department and follows all SC Procurement Code and Regulation, along with agency policy and procedures. Allocates procurement card transactions to include reviewing for compliance, coding cost center information, and attaching appropriate transaction documentation.
  • Process Bank of America payment in the SCEIS system to include the breakdown of general ledger and internal order codes and information required by the Contrell General's (CG's) office.
  • Maintains the departments Sharepoint site and Intranet site by updating information relevant to the department.

State Minimum Requirements: A high school diploma and work experience that is directly related to the area of employment. A bachelor's degree may be substituted for required work experience.
Agency (Facility) Minimum Requirements: An associate degree and experience in procurement, contracts and governmental purchasing directly to the position of employment.

The selected candidate must have clerical experience, including experience with the state's procurement system. Minimum word processing ability of 35 wpm, together with working knowledge of PC, printer, fax and copier equipment. Ability to establish and maintain good working relationships. Ability to communicate effectively, orally and written. Must have experience with Excel spreadsheets. Travel on limited basis may be required.
