State of Rhode Island is Hiring an ENVIRONMENTAL ENGINEER II Near Providence, RI

GENERAL STATEMENT OF DUTIES: To independently perform a full range of engineering tasks in the field of environmental engineering; to perform compliance inspections, field surveys, and compliance determinations on complex sources of pollution; to collect, review, and analyze data to determine compliance with State and Federal environmental protection regulations; to coordinate with the Environmental Protection Agency or other government agencies on implementation of policies and regulations; and to do related work as required. SUPERVISION RECEIVED: Works under the general supervision of a superior from whom general and specific work assignments and instructions are received with latitude for the exercise of initiative and independent judgment; work is reviewed in process and upon completion for application of accepted environmental engineering methods and techniques. SUPERVISION EXERCISED: As assigned, may supervise the work of others engaged in conducting less complex environmental engineering reviews, environmental inspections, field work, data entry, and reporting.
To independently perform a full range of engineering tasks in the field of environmental engineering. To perform compliance inspections, field surveys, and compliance determinations on complex sources of pollution. To collect, review, and analyze data to determine compliance with State and Federal environmental protection regulations. To coordinate with the Environmental Protection Agency or other government agencies on implementation of policies and regulations. To collect and analyze environmental samples, including but not limited to groundwater, soils, surface water, wastewater, drinking water, stormwater, sewage, and air. To investigate a wide variety of threats and impacts to public drinking water supplies, surface water quality, soils, air, and groundwater. To make determinations of the quality and safety of soils, water, and air. Under the direction of a superior, to develop, review, and implement remedial corrective actions of impaired water, soil, or air within the State. To draft and prepare permits, letters, enforcement actions, reports, engineering design approvals, and other materials related to source pollution or threats, drinking water and/or public pool water quality. To communicate with supervisors, peers, applicants, stakeholders, responsible parties, government officials, and members of the public about the status, process, and objectives of projects and/or activities. To track, and enter, and analyze data and environmental monitoring data and information related to the status of projects and activities. To prepare and give testimony and presentations at hearings, public forums and other related proceedings. To assist in the promulgation, development, and implementation of environmental regulations. To perform other engineering tasks as assigned. To do related work as required.
KNOWLEDGE, SKILLS AND CAPACITIES: Knowledge of the principles and practices of environmental engineering as they relate to wastewater/drinking water treatment, surface water and storm water pollution control, air pollution control, waste management, environmental remediation, and/or pollution prevention; knowledge of Bacteriology and Chemistry as they apply to behavior and control of pollutants and contaminants in various environmental media; the ability to read and interpret engineering plans and specifications; the ability to perform environmental engineering field investigations; and related capacities and abilities; and the ability to use common word processing, spreadsheet, email, presentation, and data management software and related equipment; the ability to apply accepted engineering principles and regulatory requirements to solve environmental problems within the scope of assignments; and related capacities and abilities. EDUCATION AND EXPERIENCE: Education: Possession of a bachelor's degree in Environmental Engineering, Civil Engineering, Chemical Engineering or a related science field; and Experience: A minimum of two (2) years of employment in a professional engineering capacity in an environmental engineering organization. Or, possession of a master's degree in Environmental Engineering, Civil Engineering, Chemical Engineering or a related science field. SPECIAL REQUIREMENTS: At the time of appointment, must possess at least an Engineer-in-Training certificate of registration issued by the Rhode Island State Board of Professional Engineers and Land Surveyors or a State licensing board which offers reciprocity with the State of Rhode Island, and must maintain such registration as a condition of employment.
This position is in the Rhode Island Department of Health Center for Drinking Water Quality, which regulates drinking water systems and aquatic venues (e.g. pools, spas). This position is responsible for the review and approval of engineering applications for new public water supplies or modifications to existing public water supplies, particularly for projects funded by the Bipartisan Infrastructure Law and State Revolving Fund.
This position will also assist the Center for Drinking Water Quality by utilizing experience and knowledge of water chemistry and working with stakeholders and the regulated community to solve complex problems related to source water protection, treatment, and distribution; and provide technical guidance and be responsible for communicating highly technical information effectively to non-technical individuals.
Requires frequent verbal and written communication with coworkers, regulated entities, and consulting firms. Field training may be required. Basic knowledge of the Rhode Island Public Drinking Water Regulations, 216-RICR 50-05-1, and the Rhode Island Drinking Water State Revolving Fund Regulations, 216-RICR-50-05-6, are preferred. A working knowledge of Word, Excel, Outlook, PowerPoint, and the ability to quickly learn such databases as SDWIS and Access is preferred. A working knowledge of AutoCAD is desired.
Special Requirement: At the time of certification must possess at least an Engineer-In-Training certificate of registration issued by the Rhode Island Board of Registration for Professional Engineers and Land Surveyors and must maintain such certification as a condition of employment.
