Major Duties and Responsibilities:

  • Under direction, independently or as part of a team, researches, analyzes, formulates/revises, and implements policies, procedures, and/or administrative rules for assigned human services program area (i.e., Title IV-E) based upon federal acts where guidelines are non-specific, litigation, task force recommendations, administrative decisions, analysis of legislation, or combination thereof to establish state's minimum standard of practice.
  • Provides consultative expertise and training and acts as a liaison with Ohio Department of Job and Family Services (ODJFS) staff and with providers (e.g., County Department of Job and Family Services [CDJFS] staff; Public Children Services Agencies [PCSAs]; other Title IV-E agency staff; other state agencies) regarding interpretation of guidelines and methods for implementing Title IV-E programs pursuant to new federal and/or state initiatives; consults with other entities regarding current and/or forthcoming program changes; coordinates grant and contract activities and services performed by other entities (e.g., other agencies; larger service delivery systems) directly associated with administration and implementation of policies pertaining to Title IV-E program areas; develops evaluation criteria and/or evaluates Title IV-E program effectiveness; develops evaluation criteria and reports in regard to requests for proposal and/or for organizations with identifying fund sources for program development; designs and prepares training packages for county, district, and/or statewide training sessions; coordinates filing of Ohio Administrative Code rules for programmatic changes; assists in and/or develops new methodologies to increase program effectiveness; makes recommendations for allocations of state and/or federal funds; monitors and ensures compliance with federal/state regulations, rules, and laws; writes and follows up on corrective action plans for noncompliance; assists administrator in planning, developing, and/or coordinating statewide quality initiatives for Title IV-E programs.
  • Performs other related duties as assigned (e.g., attends and participates in staff meetings; travels to attend meetings, conferences, and trainings; attends special events and public forums to promote Title IV-E program; performs statistical analysis; operates personal computer to produce correspondence, reports, and other documents; prepares reports, position papers, and research documents; maintains logs, records, and files).

Travel required, as needed. Must provide own transportation or, in order to operate a state vehicle, you must have a valid drivers license.

Hybrid Work Details

Subject to DCYs teleworking policy and an approved teleworking agreement, this position is eligible to work from a remote location on a hybrid basis. The selected applicant may be required to complete initial trainings prior to being eligible to telework. All requests to telework are reviewed on a case-by-case basis and must be approved by DCY’s Deputy Director of Human Resources and management, subject to the conditions outlined in the agency policy and teleworking agreement.

Salary Information:

Unless required by legislation or union contract, starting salary will be the minimum salary of the salary range 13 (step 1, currently $31.86 per hour) associated with this position. These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter.

Qualifications


The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications.

  • Completion of graduate course coursework in social or behavioral science, health services public administration, public policy management or comparable field and 24 mos. exp. in researching, developing or implementing policies related to social services, health services, public policy or comparable field and 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.

- OR -

  • Completion of undergraduate core program in social or behavioral science, health services public administration, public policy management or comparable field and 36 mos. exp. in researching, developing or implementing policies related to social services, health services, public policy or comparable field and 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling and 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.

  • 2 yrs. exp. as Human Services Developer 1, 69461, (with the State of Ohio).

- OR -

  • Equivalent of minimum class qualifications for employment noted above.
