Farmers' Market Program Administrator (Health Planning Administrator 2)

The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.

The Bureau of Child & Family Health (BCFH) is an organized effort to eliminate health disparities, improve birth outcomes and improve the health status of women, infants, children, youth and families in Ohio. Using evidenced-based and data driven practices, we support the delivery of direct services, linkages and referrals, population-based supports, education, monitoring and quality oversight, and policy and systems development.

What You'll Do:

The Farmers' Market Program Administrator oversees the overall planning, implementation, and operation of the statewide Ohio Farmers’ Market Nutrition Program (FMNP). This position ensures compliance with all state and federal regulations, and program requirements. Additional duties may include:

  • Oversees the development of policy for program operations (e.g., vendor compliance, Ohio Administrative Code, participant compliance, FMNP, local agency management evaluations).
  • Advocate for FMNP expansion and statewide access (e.g., GRF, program match and food instrument reallocation).
  • Oversee preparation and submission of annual FMNP grant application.
  • Coordinates with law enforcement entities on WIC vendor and participant investigations (e.g., identification and referral of WIC fraudulent vendors, analysis of redemptions and specific products, provides trial testimony).
  • Supervises assigned staff (e.g., interviews, selects, sets priorities, assigns work, monitors work activities, evaluates performance, approves/disapproves requests for benefits in accordance with state and ODH policies).
  • Makes public relations presentations at civic groups, local agency functions and law enforcement agencies regarding the Farmers’ Market program and integrity issues within the WIC program.

Qualifications

4 yrs. exp. in planning & administering health program(s), with experience to be commensurate with approved position description on file.
OR

Completion of graduate core program in field of public health, health administration, preventive medicine, social work, nursing or other health-related field, or public policy & management/public administration or business administration; 12 mos. exp. in planning & administering health program(s), with education & experience to be commensurate with approved position description on file.
OR

12 mos. exp. as Health Planning Administrator 1, 65245, with experience to be commensurate with approved position description on file.
OR

Equivalent of Minimum Class Qualifications for Employment noted above.

Unless required by legislation, the selected candidate will begin at Pay Grade 14, Step 1 of the exempt Pay Range Schedule ($35.74 per hour), with an opportunity for pay increase after six months ($37.78) of satisfactory performance and then a yearly raise thereafter.
