Human Services Program Consultant

The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.

What You'll Do:

  • Acts as program consultant for assigned number of local home visiting projects, including the universal nurse home visiting program and Family Connects International project (FCI).
  • Provides technical assistance to local agencies to promote and provide ongoing support toward the goal of community alignment of local agencies with FCI.
  • Develops linkages between identified services in a city, county and regional basis and assists local home visiting provider agencies in developing prenatal to three programs.
  • Works with other program consultants to monitor and evaluate services in funded projects to assure standards of service and maintenance of accepted standards of practice.
  • Plans services for new parents who are eligible to receive an FCI home visit.
  • Works with partner organizations to promote FCI.
  • Advises and assists local health, social service and education professionals, paraprofessionals, parents and related agencies to ensure the provision of services regarding the FCI model.
  • Works as the FCI subject matter expert and will be the point person with the (OCHIDS) Ohio Comprehensive Home Visiting Integrated Data System.
  • Acts as a liaison between the Help Me Grow Home Visiting program and state level allied programs development team to identify needed enhancements to the data system in order to support the FCI model.
  • Provides technical assistance to stakeholders, regarding updates on the FCI model.
  • Meets with various community resources that provide direct services to expectant and new parents, newborns, infants, toddlers and their families to facilitate service delivery and avoid duplication of effort or lack of service.
  • Reviews and analyzes data to write reports on FIC and to make recommendations on the expansion efforts of FCI.
  • Establishes rapport with and works closely ongoing with the FCI national office staff.
  • Develops and leads the application process for Family Connects International (FCI) local applications, funding and provider agreements.
  • Develops and revises program/project guidelines, standards, policy and procedure manual.

Qualifications
  • Completion of undergraduate core program in social or behavioral science, health or pre-medicine or comparable field;
  • 18 mos. exp. in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider.
  • Or
  • Completion of graduate core program in social or behavioral science or medicine-related or comparable field;
  • 6 mos. exp. in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider.
  • Or
  • Equivalent of Minimum Class Qualifications for Employment noted above.

Applications of those who meet the minimum qualifications will be further evaluated against the following criteria:

  • Bachelors or advanced degree in program in social or behavioral science, health or pre-medicine.
  • Experience in planning, developing, implementing programs and services for specialized audiences.
  • Experience working in home visiting and/or early childhood systems.
  • Experience in monitoring and evaluating programs for specialized audiences.
  • Experience in providing and delivering technical assistance to stakeholders.
  • Experience in preparing and reviewing grant applications.
  • Experience collaborating with partners and facilitating and leading meetings with external stakeholders.
  • Experience working with computer software and data systems.

Unless required by legislation, the selected candidate will begin at Pay Grade 12, Step 1 of the 1199 Pay Range Schedule ($28.92 per hour), with an opportunity for pay increase after six months ($30.39) of satisfactory performance and then a yearly raise thereafter.
