This position currently qualifies for a hybrid telework option with routine office and two remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. The Engineering Supervisor II position is to function as the Branch Head for the Compliance Services Branch within the Public Water Supply Section. This position is responsible for ensuring that the technical and regulatory guidance provided to water system owners/operators, engineering consultants, Regional Office personnel and other various entities is sound, accurate and consistently applied. The Engineering Supervisor II is responsible for supervising and organizing staff as well as setting effective goals and objectives to ensure that compliance with the state and federal drinking water quality standards is achieved.
 
Key Responsibilities: 
  • Manage Branch programs and provide technical knowledge and direction to help protect public health.
  • Identify program needs, develop policy, procedures, and guidance documents on a case-by-case basis for federal and state rules and Section procedures.
  • Review work output of Branch staff for technical and regulatory accuracy, quality and consistency.
  • Monitor and address employee conduct and performance issues and document accordingly. To include NCVIP tasks, coaching and mentoring, disciplinary actions, mediation, and involvement in management investigations.
  • Develop plans to accomplish objectives, set long range program and operational goals for Branch, develop, coordinate and implement new procedures, protocols and technical programs for the Branch.
  • Interact/coordinate with various entities such as State Lab representatives, Attorney General’s office , other Section Branches and State agencies, and EPA to achieve goals and meet deadlines.
The Division of Water Resources:The Division of Water Resources is responsible for protecting North Carolina’s drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts. The Division comprises six Sections: Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater Resources, and Water Planning. Recruitment Range: $70,967 - $104,676

To qualify for this position, applicants must document on the application that they possess ALL of the following: 
  • Demonstrated experience with federal and/or state funded programs or environmental regulations related to public drinking water systems.
  • Demonstrated experience with permitting of regulated entities, and/or certification of water treatment plant operators, and/or wastewater operators, and/or inspection and/or other compliance regulations.
  • Demonstrated experience planning, or organizing, or monitoring the workflow of multiple programs and/or of multi-faceted programs.
  • Demonstrated experience in providing supervision in directing and/or organizing the activities of professional employees.
