The Missouri Department of Health & Senior Services (DHSS), Office of Rural Health and Primary Care (ORHPC) is currently accepting applications for a full-time Public Health Program Associate, as the Primary Care Specialist. This position is responsible for the daily activities associated with the Nurse Student Loan (NSL) Program and Nurse Loan Repayment Program (NLRP), J-1 Visa State Conrad 30 Waiver program (J-1 Visa), National Interest Waiver (NIW) program, provider management, and assisting with Missouri Health Professional Shortage Area (HPSA) designations. This position reports to the ORHPC Primary Care Office Manager.

What you’ll do:

• Collect and process NSL and NLRP survey and employment verification forms, data entry related to NSL and NLRP applications, process award contracts, and provide and maintain data for federal grant and state reports.
• Create and maintain detailed timelines for each loan recipient.
• Conduct research and data analysis demonstrating the effectiveness and impact of the NLRP and NSL programs.
• Work closely with the ORHPC Chief, Primary Care Office Manager, and the Office of General Counsel to determine the course of action on referred NSL and NLRP loan cases.
• Conduct presentations on NLRP and NSL programs to potential applicants and loan recipients.
• Review and update provider information in the Federal Shortage Designation Management System (SDMS). This duty requires use of the MoHWoRx system.
• Review and update HPSAs in SDMS.
• Responsible for collecting and reviewing contractor invoices for management approval prior to processing.
• Responsible for data entry and mailing when processing J-1 Visa and NIW support letters.

Minimum Qualifications

• A bachelor’s degree from an accredited institution OR four or more years of experience in public health, mental health, education, social services, public or business administration, health care, and/or health care administration. (Substitutions may be allowed.)
• The ideal candidate will be able to operate in a fast-paced environment requiring attention to detail with a high level of accuracy and the ability to multi-task using various computer software programs.
• The candidate should possess strong critical thinking, organizational, and time management skills.
• The ideal candidate should have or be able to quickly gain knowledge of statutes and regulations related to the NLRP, NSL, J-1 Visa and NIW programs.
• The candidate should also have expertise in Microsoft Excel and possess excellent verbal and written communication skills.
