Internal Information Security Officer

Division of Employment Security

Annual Salary: $50,000 - $60,000

The Missouri Department of Labor & Industrial Relations is seeking a highly motivated person to serve as the Employment Security Internal Information Security Officer. You will work with Department and Division leadership, and ITSD cybersecurity team. You will oversee, and perform various internal security operations for the Division of Employment Security in compliance with federal and state guidelines, in an effort to safeguard the integrity of Missouri’s Unemployment Insurance (UI) Program. You will report directly to the Division Director’s Office and serves as the information security liaison to all Division sections.

What you will do:

  • Ensure/maintain compliance with Unemployment Insurance Unemployment Insurance Internal Security Policy. This includes but is not limited to:
    • Ensure proper internal controls are in place, regularly reviewed and updated
    • Monitor internal controls in an effort to ensure program integrity and security and minimize program vulnerabilities and faulty procedures
    • Make recommendations to management for implementation of additional internal controls and provide guidance for modification of existing controls in need of strengthening where weaknesses are detected
    • Conduct risk assessments and audits of program/system operations
    • Review operational procedures and processes
    • Conduct investigations of alleged internal violations within the State
    • Conduct regular internal security reviews of UI Operations such as safeguarding UI Funds, Tax & Benefit Operations, Physical and Information Technology Security
  • Operate in close collaboration with the ITSD Cybersecurity team and executive leadership to develop, maintain, and manage information security policies and procedures designed to safeguard Division IT systems and personally identifiable information
  • Lead internal security functions across the division to ensure consistent and high-quality security management and communication in support of business goals
  • Regularly review and maintain the DES IT System Security and the DES Business Continuity plans
  • Work as an administrator to the Missouri Unemployment IT system. Helps with trouble-shooting low-level user access issues with this system.
  • Monitor the external threat environment for emerging threats, and advise staff and relevant stakeholders on the appropriate courses of action; update security processes/procedures
  • Ensure maintenance of and adherence to external security compliance requirements mandated by Federal and other state agencies
  • Maintain a working knowledge of federal & state internal information security requirements and best practices
  • Partner with all areas of the division to communicate the importance of strong security programs
  • Serve as the Division liaison for adherence to external security compliance requirements, (i.e. – IRS and Social Security Administration compliance reviews, third-party contracted risk assessments, etc.)
  • Facilitate and coordinate building safety/emergency response exercises in collaboration with appropriate authorities, and maintain associated manuals, policies, and procedures

All you need for success:

Qualifications

  • Bachelor’s degree in business, information systems, criminal justice, or other similarly related field and at least four years of relevant experience (Substitutions may be allowed.)

  • A familiarity with UI program functions and IT processes is desirable.
  • Exceptional verbal and written communication skills.
  • Ability to make administrative and procedural judgments and fact-based recommendations on sensitive, confidential issues.
  • Knowledge of current and emerging trends on internal information security practices.
  • Ability to problem solve situations and offer effective solutions.
  • Exceptional organizational and analytical skills. Must be able to work simultaneously on numerous short and long-term assignments and projects with multiple deadlines.
  • Ability to establish and maintain effective working relationships with coworkers, department officials, representatives of other state/federal governmental agencies, and third parties.
  • Ability to work independently, is self-driven and has the ability to research best practices and solutions.
  • Proficient use of Microsoft Office software programs.
  • Demonstrates regular and reliable attendance.
