State of Missouri is Hiring a Homeland Security Operations Specialist-Readiness Coordinator Near Jefferson City, MO

We are looking for a Homeland Security Operations Specialist to facilitate programs intended to address homeland security priorities as defined by the five mission areas; prevention, protection, mitigation, response and recovery. Programs to include law enforcement support equipment, counterterrorism, critical infrastructure protection, emergency operation planning, school safety, homeland security inventory control/tracking, State Emergency Operations Center support, and the homeland security information network. The Homeland Security Operations Specialist will work with a team of Missouri Office of Homeland Security (OHS) professionals in coordination with local, state, and federal partners to fulfill this role. Job Description

  • Coordinate the Law Enforcement Support Office Program (LESO).
  • Participate in formal and/or on-the-job training in the rules, regulations, and guidelines of the LESO program.
  • Assist with the preparation and dissemination of program announcements, notifications and application packets to publicize the availability of the LESO Program to potential recipients.
  • Interpret federal rules, regulations, and state LESO program guidelines.
  • Plan, develop, implement, coordinate, and evaluate various homeland security regional and statewide programs that focus on Readiness.
  • Disposition, inventory and maintenance of the Department of Public Safety equipment cache.
  • Manage the Missouri Office of Homeland Security inventory of deployable assets.
  • Maintain awareness of capabilities and challenges in each region, across Planning, Organization, Equipment, Training, and Exercises (POETE) as identified in the Missouri Stakeholder Preparedness Review (SPR), to ensure OHS program activities, to include grant opportunities, are focused on closing gaps.
  • Assist with the maintenance of program goals, objectives, policies, procedures, and guidelines.
  • Assist with reviewing agency applications to determine eligibility and compliance with federal and state guidelines.
  • Provide technical assistance relating to Missouri Office of Homeland Security program guidelines.
  • Conduct on-site performance audits to ensure appropriate inventory records and documentation relating to LESO issued equipment are maintained by each recipient agency.
  • Prepare and present necessary Missouri Office of Homeland Security Readiness Program specific workshops, training sessions, and seminars on an as needed basis.
  • Provide administrative support and advice to management regarding programmatic and related issues.
  • Prepare and submit required statistical, progress, and assessment reports to document program activities and compliance.
  • Staffing designated Emergency Support Function’s at the State Emergency Management Agency when directed, in support of statewide emergency response.
  • Assists grants as needed with regards to reviews and assessments.
  • Coordinate, create, and deliver homeland security specific training for DPS partners.
  • Preparing, maintaining, and submitting program progress, status, and statistical assessments.
  • Other duties as assigned.

Knowledge, Skills, and Abilities

  • General knowledge of the principles, practices, and objectives of local, regional, and state planning.
  • Ability to develop effective professional and interpersonal relationships with peers and colleagues.
  • Ability to be proactive, maintain flexibility, and sustain momentum in fluid environments.
  • Ability to train small and large audiences in classroom or practical settings.
  • Knowledge of homeland security and terrorism prevention programs.
  • Demonstrated ability to communicate clearly, both orally and in written reports, in a manner that is targeted to and meets the needs of diverse audiences, including senior-level officials.
  • Ability to logically analyze, synthesize, and judge information, as well as the demonstrated ability to review and incorporate multiple sources of information in performing assignments.
  • Ability to identify emerging trends and issues, as well as the demonstrated ability to assess the influence of these trends and issues on the effectiveness of U.S. Government programs.
  • Knowledge of public safety compliance programs and their objectives, rules, and regulations.
  • Ability to plan and organize work activities to achieve program goals.
  • Ability to travel.

Qualifications

  • Four or more years of work experience in homeland security, emergency management, inventory management, law enforcement or criminal justice. Bachelor’s degree in public safety, criminal justice, homeland or national security, security administration and/or management is preferred. Must have the ability to obtain and maintain a Secret security clearance with the Department of Homeland Security. Fingerprinting and a background check are also required.
