State of Missouri is Hiring a General Services Specialist Series - Central District Near Jefferson City, MO

This position is located at MoDOT's Central District Office at 1511 Missouri Blvd, Jefferson City, MO .

The general services specialist performs routine entry-level activities in the areas of facilities management, fleet management, procurement, and other general services
programs and policies. Responsibilities are performed under direct supervision.

This opening is for one of our CAREER-LADDER positions which offers the opportunity for career advancement without having to participate in the competitive selection interview process. Based on your work experience, skills, and education, you will be hired at either the entry, intermediate, or senior level of this job title. As you continue to learn, acquire new skills, and gain experience, you can be promoted to a higher-level position.

A day in the life:

  • Provides support for and monitors purchasing activities, conducts economical analysis, and evaluates process efficiency.
  • Tracks and reports the status and progress of the strategic business plan; coordinates budget transfers, revisions, or adjustments with resource management; trains, coaches, and assists organizational units in the budget process at the district/division/office level.
  • Provides support in contracting and bidding processes, which may include specification development, bid requests, bid openings, bonding, change orders, pay requests, and purchases.
  • Provides support for and monitors federal, state, and local regulations and commission decisions, contracts, and agreements to determine impact on procedures and record keeping practices; and advises and assists Central Office and district operations in identifying acceptable business practices.
  • Provides support in identifying and reporting of outcome measures, best practices, projected costs/savings and business problems.
  • Researches vendors and products to locate appropriate commodities and services.
  • Reviews and prepares contacts and proposals for compliance with statutes, commission actions, regulations policies, specifications, current labor laws and minority laws.
  • Evaluates and selects bids, including notifying successful bidders and issuing purchase orders for bid and contract proposals for approved awards.
  • Develops vendor lists and monitors vendor performance related to statewide and district contract requirements.
  • Issues invitations to eligible bidders and processes bids for procurement of tools, parts, supplies, services, and maintenance.
  • Determines whether contract pricing is accurate and assesses applicable credits or liquidated damages when discrepancies are found.
  • Provides training to non-procurement personnel who have been granted purchasing authority; serves as a resource regarding purchasing policies, procedures and laws.
  • Performs other responsibilities as required or assigned.

What you'll need for success:

  • Bachelor's Degree: Business Administration, Facilities Management, Public Purchasing/Procurement, Real Estate, or related field

  • Job requires occasional, statewide, overnight travel.
