State of Missouri is Hiring an Executive Director - Missouri Community Service Commission Near Jefferson City, MO

What You’ll Do

  • The Missouri Community Service Commission (MCSC) administers approximately $11 million in federal funding each year from the federal Corporation for National Community Service (CNCS) to support volunteer and national service (AmeriCorps) programs that address community needs in six areas identified by the Edward M. Kennedy Serve America Act:
  • Disaster Services;
  • Economic Opportunity;
  • Education;
  • Environmental Stewardship;
  • Healthy Futures; and
  • Veterans and Military Families.

Note: Each year, over twenty sub-grantees engage between 750-850 AmeriCorps State members in service at nonprofits, schools, faith-based organizations, and units of government across Missouri.

  • You will manage and direct the work of five (5) professional staff members
  • You will be responsible for:
    • Creating a strategic vision for MCSC to optimize national service in Missouri following CNCS’s reorganization
    • Complying with federal requirements about state service commissions and federal grant management, including the National and Community Service Act of 1990, as amended by the Edward M. Kennedy Serve America Act of 2009, and other applicable laws, rules, and orders;
    • Seeking additional sources of private funds to meet federal fund match requirements and build upon existing service initiatives;
    • Identifying existing and new policies or practices that lead to the increased effectiveness and possible expansion of national service opportunities in Missouri; and
    • Providing the leadership and vision, alongside local volunteer organizations, civic and community groups, and units of local government, to make service a part of the lives of all Missourians.
    • Working with a board of Governor-appointed Commissioners
    • Increase recognition opportunities for Missouri volunteers
    • Increase training and resources available to community organizations that utilize volunteers
  • Additional duties as assigned.

All you need for success:

  • Bachelor’s degree with an emphasis in Public Administration, Business Administration, Community or Economic Development, Education, or a closely related field
  • 5 years of prior national service/AmeriCorps experience, preferably with a state commission

Preferred Qualifications

  • Vision for MCSC to become one of the country’s top state service commissions in terms of innovation and customer focus, and demonstrated ability to implement such a vision in past leadership roles
  • Understanding of applicable federal rules and regulations
  • Prior experience successfully managing federal grants
  • Positive working relationship with CNCS
  • Successful team leadership and project management experience, including managing direct reports and training team members
  • Proficiency and passion for operational excellence and continuous improvement. Familiarity with and experience implementing Lean/Six Sigma concepts is strongly preferred. The ideal candidate would be open to further developing these skills.
  • Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs
  • Experience working with a commission or board of directors
  • Demonstrated initiative and proactive leadership in past leadership roles
  • Excellent verbal and written communication skills.
  • Penchant for data-driven decision-making. Experience collecting, analyzing, and interpreting data on organizational performance preferred.
  • Understanding of general State agency operations preferred (e.g. how the budget works, legislative process)

TRAVEL: Approximately 3-4 times per month in-state and approximately 2-3 times per year out-of-state
