This position is a member of the division of community and public health team, oversees an important public health program, and provides technical assistance to several bureaus with grant/contract/fiscal planning, oversight, operations, monitoring, and evaluating public health programs.

What you’ll do:

  • Provide technical assistance to three bureaus with grant/contract/fiscal requirements, operations, and oversight. Work with bureau staff to ensure grant/contract deliverables are met, reporting documents are complete, accurate, and submitted timely, and grants funds correctly allocated.
  • Provide liaison assistance between bureau management and fiscal and business administration staff. Assist bureaus with paperwork for budget changes, funding requests, contracts, and the like; review and facilitate approval of documents; assist with preparing requests for submission to grantor for approval as needed.
  • Coordinate with bureaus to gauge the progress of work plans/contracts in meeting goals and activities of the grants, and track reporting requirements that ensure performance measures and program indicators are met. Assist with the development of action plans for unmet deliverables. Provide on-going consultation to bureaus regarding programmatic goals and objectives.
  • Oversee implementation of new strategies or directions within bureaus and other team units to manage changing needs, such as new surveillance systems, increasing use of location-based information and analysis, and improvements in tracking and measuring progress.
  • Assess programmatic gaps/needs and develop plans to grow and sustain program capabilities. Assist or facilitate planning and evaluation of bureaus/programs that align grant/contract requiremnts with strategic plans, legal requirements, and/or stakeholder needs.
  • Directly supervise staff that oversee specific operations, programs or strategies – such as the Healthcare Associated Infection / Antibiotic Resistance program manager, as well as staff that works on location-based information and analysis capacity-building or operational excellence and performance management.
  • Oversee the Healthcare Associated Infection / Antibiotic Resistance Program. Provide fiscal oversight of program funds and provide planning, organizing, and strategizing high-level operations and a well-planned implemention strategy.
  • Assist bureaus to develop fiscal note responses on proposed legislation and how they may fiscally impact the bureaus.

All you need for success:

Minimum Qualifications

  • Bachelor's degree, Master's degree preferred.
  • 5 or more years of relevant professional experience, and 2 years supervisory experience.
  • 1-2 years of experience federal grant management. Grant writing experience beneficial.
  • Working knowledge of budget and financial principles and state grants and contracting processes. Understanding of and ability to prioritize limited financial resources across competing interests.
  • High-level of independent responsibility and knowledge of communicable disease control and/or environmental public health experience a plus.
