Division of Employment Security

Deputy Division Director

  • Starting Salary: $100,000.00
  • If a state-wide pay raise is enacted before this position is filled, the starting salary will be increased by the approved state-wide raise percentage.

Location: This position is open for recruitment in the Division of Employment Security, Jefferson City office located at 421 E. Dunklin Street.

This position is not eligible for remote work.

This position assists the Division Director with the executive leadership of the Division of Employment Security in Jefferson City, Missouri. The incumbent will work directly with the Division Director to provide leadership and direction for the implementation and day-to-day administration of the Unemployment Insurance (UI) program. This position serves under the supervision of the Division Director.

The successful candidate will assist the Division Director in realizing the Division’s goal to promote economic growth and stability by delivering and coordinating UI services (including providing temporary income support to individual citizens of Missouri temporarily out of work through no fault of their own), making timely and proper unemployment insurance benefit payment decisions, providing support to the employer community in meeting obligations of the UI program, maintaining the integrity of the UI Trust Fund, maintaining program integrity through the prevention, detection, and recovery of overpaid benefits, and ensuring proper due process is afforded to those served.

What you will do:

  • Assist the Division Director in administering all programs, policies, and functions of the Division of Employment Security including the UI Benefits, Appeals, Tax & Integrity, and special projects, to include making resource and staffing level decisions.
  • Work with the Division Director developing overall planning and administration of services provided by the Division of Employment Security, across all sections and functions.
  • Assist the Division Director and the DOLIR Equal Opportunity Officer to ensure the Division is in compliance with its non-discrimination and equal opportunity requirements under federal law.
  • Prepare written proposals, letters, strategic plans, corrective action plans and responses to various state, regional and federal inquiries and directives for the Department Director and Division Director.
  • Plan, lead and oversee special projects as assigned by the Division Director, Deputy Department Director, or the Department Director.
  • Serve as the liaison between the Division of Employment Security (DES) and the Office of Workforce Development (OWD), coordinating, leading and overseeing high-level special projects involving both agencies. These special projects are assigned by either the DES Director and/or the OWD Director.
  • Draft proposed legislation and review/approve all fiscal note responses that impact the UI program ensuring conformity with federal law.
  • Attend and testify at House and Senate Committee hearings on bills that impact the Division of Employment Security.
  • Respond to inquiries from Senators, Representatives and the Governor’s Office pertaining to proposed legislation that impacts the UI program and constituent requests.
  • Serve as acting Division Director in the Director’s absence.

All you need for success:

Qualifications

  • A Bachelor’s degree in business administration, economics, finance, public administration or a related degree and at least three years of managerial experience in an unemployment insurance program.

  • Demonstrated ability to interact effectively with diverse groups, including management, technical and non-technical staff, employers, customers, and governmental officials.
  • Experience evaluating performance, recommending strategies to enhance performance, and initiating corrective action measures.
  • Comprehensive knowledge of executive management principles and practices.
  • Ability to prepare comprehensive reports and performance plans.
  • Ability to work well under pressure and time constraints.
  • Experience with conducting training and making formal presentations.
