What You’ll Do:

The Community Development Block Grant Program (CDBG) administers over $100 million in federal funding from the U.S. Department of Housing and Urban Development (HUD) to serve communities, targeting three national objectives:

  • Benefit to low- to moderate- income (LMI) persons;
  • Aid in the prevention or elimination of slums or blight; and
  • Meet an urgent need

This position specializes in CDBG project management and compliance, including single-family and multi-family housing developments. This position will also assist in other project areas, including infrastructure, public facilities, local planning efforts, and more. This position will develop significant levels of subject matter expertise in CDBG, develop program policies, and provide compliance and implementation guidance to local grant administrators and community subgrantees.

Responsibilities include:

  • Compliance monitoring and technical assistance for CDBG project administrators and community subgrantees to ensure compliance with all state and federal requirements.
  • Providing internal compliance and policy support, including:
    • Assist with the development and maintenance of CDBG policy and procedures as assigned
    • Assist with the development and maintenance of policy and procedures for various CDBG programs.
    • Maintain knowledge of CDBG eligibility requirements to review project applications and provide technical assistance to communities
    • Maintain knowledge of state and federal requirements to provide technical assistance to CDBG teammates and community subgrantees
    • Maintain knowledge of CDBG program standard operating procedures to oversee and monitor assigned projects in your designated geographic region
    • Maintain knowledge of the CDBG grant management system
    • Travel as needed to ensure local compliance with CDBG requirements
    • Keep files and correspondence up to date, accurate, and readily accessible
    • Review, analyze, and assist with performance measurement data to ensure effective program operations.
    • Review all subrecipients’ agreements and tools
    • Conduct internal monitoring of CDBG programs and functions and prepare detailed reports as requested
    • Conduct quality assurance review of a selected sample of all program files.
    • Review invoices and approve community subgrantees’ requests for funding
    • Review community subgrantees’ annual financial audits
  • Exercise a high degree of initiative and judgment in the performance of assigned responsibilities.
  • Perform other related work as assigned.

All You Need for Success:

Minimum Qualifications:

  • Bachelor’s degree with an emphasis in Planning, Public Administration, Business Administration, Community or Economic Development, Economics, Statistical Analysis, or a closely related field. Professional experience in these areas may substitute for education on a year for year basis.

Competencies:

  • Grants management or programs experience, especially prior CDBG experience, preferred but not required including:
    • Successful track record of managing relationships and providing subject matter expertise to grantees or subgrantees;
    • Implementing compliance policy; or
    • Project management in a field that requires high levels of policy compliance based on State and Federal requirements.
  • Strong research skills, with demonstrated ability to provide data-driven recommendations and take informed actions
  • Successful team participation, with a commitment to collaboration, communication, building knowledge, and sharing knowledge as a foundation for daily work.
  • Excellent verbal and written communication skills
  • Understanding or willingness to learn in detail about applicable federal and state requirements and policies.
  • Experience analyzing and interpreting data for use in planning and decision-making.
  • A proficiency and passion for operational excellence and continuous improvement. Familiarity with and experience implementing Lean/Six Sigma concepts strongly preferred. The ideal candidate would be open to further developing these skills.
