The Office of Broadband (OBD) is growing to facilitate this once in a lifetime opportunity to bring a highspeed internet connection to every Missouri home and business. OBD will distribute $1.7 Billion in funding, the 3rd largest award in the United States, to providers across Missouri, changing the reality for the thousands of Missourians who currently lack access to reliable broadband. OBD team members will help design funding opportunities, promote knowledge of these opportunities across the state, and work to ensure project success. The community development position will be housed primarily in Jefferson City, though OBD will consider applicants who can work at other locations across the state.   • Collaborate with local grassroots organizations and community members to understand needs and pain points across the state.
  • Utilize tools developed through a partnership with the University of Missouri to aid community navigation of broadband funding opportunities.
  • Implement new programs to provide equitable broadband access across the state.
  • Conduct proactive communication across internal and external stakeholders, including partners and members of the community
  • Analyze data to measure and understand Missouri’s connectivity challenges and identify possible solutions

COMPETENCIES:

  • Experience with state and/or federal program administration and compliance highly preferred
  • Very organized; skilled in project management basics
  • Strong inter-personal communicator
  • Strong writing abilities, including the preparation of complete and concise reports
  • Strong computer software skills including MS products like Excel, Word, & Outlook, project management software, and online grant management tools
  • Experience in GIS systems preferred but not required
  • Ability to travel in support of projects, trainings for external audiences, and project monitoring.

MINIMUM QUALIFICATIONS:

  • Four or more years of professional experience with demonstrated knowledge in the business practices and principles of the Economic Development field. This can be obtained through a combination of work experience and completion of a Bachelor’s degree in Finance, Accounting, Marketing, Economics, Non-Profit Management, Business or Public Administration, or a closely related field.
  • Lack of post-secondary education will not be used as the sole basis for denying consideration to any applicant

This is a temporary, full-time, benefit-eligible position based upon federal funding.

Position funding will end no later than December 31, 2028, with an extension possible based upon additional funding availability.
