Job Summary

** This vacancy is being announced at two different levels: HR Specialist 1 and HR Specialist 2. The final job class will be determined based on the selected finalist's qualifications and responses to the interview questions**

This position specializes in providing staffing services to work units within the Department of Corrections (DOC). The position consults and collaborates with DOC managers and supervisors and Human Resources staff to ensure staffing needs are met and staffing-related problems are researched and resolved.

The core duties of the position are to:

  • Analyze the job content of positions; develop and administer job-related selection processes; and advise hiring managers/supervisors on appropriate assessment and selection processes in order to recruit and select qualified candidates for open positions.
  • Review candidates' qualifications; track candidate status in an applicant tracking system; refer candidates to hiring managers/supervisors for further consideration; guide managers/supervisors on hiring processes; and respond to appeals from job candidates.
  • Perform job audits of positions to determine and document job classification decisions and recommendations so that positions are appropriately allocated.
  • Provide guidance and advice to DOC management and staff on human resources (HR) policy, procedure, law, and collective bargaining agreement provisions.
  • Create and maintain HR records and provide information and reports as requested.

Qualifications

Minimum Qualifications

HR Specialist 2 - To qualify for HR Specialist 2, applicants must meet ALL of the following qualifications:

Two (2) years of human resources experience performing staffing, recruitment, classification, or other related HR functions.

HR Specialist 1 - To qualify for HR Specialist 1, applicants must meet ALL of the following qualifications:

Two (2) years of human resource experience assisting with staffing, recruitment, classification, or other related HR functions.

**NOTE: A Bachelor's degree in Human Resources or a closely related field can substitute for one year of experience, in all instances above**

All applicants who meet the above experience/education requirements will be further evaluated based on the following:

  • Strong process orientation and meticulous attention to detail.
  • Values-centered team player with excellent communication, organizational, and multitasking skills.
  • Verbal and written communication skills sufficient to accurately, clearly and effectively document job evaluations; clearly and concisely explain HR policies, procedures and collective bargaining agreement provisions to HR staff and DOC management; and develop job announcements.
  • Superior customer service skills, focusing on providing a positive experience for all stakeholders.
  • Skill in word processing and spreadsheet software using Microsoft Office suite including Outlook, Word, and Excel sufficient to create correspondence and spreadsheets.
  • Reading comprehension ability sufficient to understand, correctly apply/interpret and explain a variety of written materials (e.g., personnel laws, rules and administrative procedure; labor contracts/plan provisions; personnel policy/procedures; etc.); answer questions and provide guidance to managers/supervisors and employees.
  • Thrive in a fast-paced, results-oriented environment, with a commitment to meeting deadlines.
  • Tenacious problem-solving abilities, coupled with a strong attention to detail and organizational skills.
  • Desire to work with a sense of ownership and urgency, ensuring all assignments are seen through to completion.

Preferred Qualifications

  • Experience administering hiring processes, including developing and applying assessment and selection criteria (e.g. minimum and preferred qualifications) and/or developing structured interview questions with scored anchors.
  • Experience with an applicant tracking system, such as Recruiting Solutions or similar.
  • Experience in job analysis/auditing/classification.
  • Human resources experience with the State of Minnesota.
  • Experience administering and interpreting the provisions of collective bargaining agreements.
  • Experience with a Human Resources Information System (HRIS), preferably PeopleSoft, sufficient to review and advise on employee and position transaction entry.
  • Knowledge of State of Minnesota personnel laws, rules, administrative procedures, policies, collective bargaining agreement provisions, and processes related to recruitment, selection, and job classification sufficient to independently administer these functions and provide guidance to other HR staff and managers and supervisors.

Additional Requirements

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy.

Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.

New employees will be fingerprinted within the first 30 days of employment.
