In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

Job Summary

  • Occasional travel approximately once a month to meetings and conferences.
As the Team Lead - Systems Modernization for the Child Support Division (CSD), you will lead teams focused on modernization for the child support program. You will be responsible for overseeing the tasks associated with systems modernization and coordinating the division’s portfolio of projects. Responsibilities include:
  • Represent the needs of the child support agency as it plans and implements system modernization to ensure that it encompasses an integrated service delivery model by working closely with other human services programs systems modernization efforts.
  • Coordinate and provide leadership and technical expertise and project management to produce systems. modernization deliverables with a focus on CSD needs and alignment with enterprise-wide systems modernization.
  • Act as the team lead for the systems modernization unit and CSD staff involved in system modernization efforts.
  • Lead and coordinate CSD program activities critical for systems modernization and systems governance including leading efforts to secure vendors, engaging Tribes, counties and program participating and identifying priorities for system changes.
  • Provide project management expertise and leadership to select division and administration priorities.

Qualifications

Minimum Qualifications

Three (3) years of specialized professional experience in leading teams and projects focused on business process improvement and/or IT project management. Experience must demonstrate:

  • Knowledge of project management methodologies, strategies, and principles.
  • Experience in team leadership, goal-setting, and interpersonal communication.

Preferred Qualifications

  • Complex problem solving and strategic planning/thinking.
  • Experience with systems modernization, writing business requirements or working on significant IT projects.
  • Experience engagement program participants and partners in change efforts
  • Variety of experiences working effectively with others from different backgrounds and cultures.
