Summary Please read carefully the information listed under the "Required Documents" section in order to be successful in the submission of a complete package. Responsibilities Serves as Executive Director, Army Contracting Command - Detroit Arsenal, MI (ACC-DTA), and the Senior Contracting Official (SCO), ACC-DTA, providing contracting support and advice to the Commanding General/Deputy to the Commanding General of the Army Contracting Command (ACC). As Executive Director, is fully responsible for the overall planning, direction, review and coordination of the activities of the Contracting Center including procurement (planning and conducting pre-solicitation, negotiation, execution and administration of contracts), contract labor relations, and management information systems functions; programming and review and policy and analysis of Contracting Center functions; and development of Contracting Center policy. Advises the Commanding General, ACC on the total acquisition process, including policy development, compliance and review, contract pricing, contract management, and associated support. In addition, as SCO is responsible for staff supervision and management. The Commanding General, delegates authority for incumbent to manage the overall center's mission within broad policy guidance. The Executive Director interprets and implements such guidance and higher echelon direction and regulations. The Executive Director keeps the Commanding General/Deputy to the Commanding General informed on status of directorate operations and support to customers. Performance is judged by progress shown in meeting objectives/requirements. Requirements Conditions of Employment Conditions of Employment You must be a U.S. citizen to be eligible for this position. Must be able to obtain and maintain a Top Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly. This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing. One year trial/probationary period may be required. You will serve a one-year probationary period unless you have previously completed the probationary period in the SES. "This critical acquisition position requires CONTRACTING Professional Certification". In accordance with Title 10 U.S.C. Section 1723 and 1734 (b)(4) and DoD statutory requirements (DoD 5000.52). At a minimum, the selectee for this position must have CONTRACTING Professional Certification at the time of selection OR within 36 months of appointment the selectee must become certified Professional in CONTRACTING Acquisition Career Field. Must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years. This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter. Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. The U.S. Army senior leadership considers mobility to be an integral part of employment as an SES member with the Department of the Army. Direct deposit of pay is required. Qualifications Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required--this information should be embedded within the application package (Resume and Technical Qualifications). To meet minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) defined below: 1) Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. 2) Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent in the ECQ is the ability to make decisions that produce high- quality results by applying technical knowledge, analyzing problems, and calculating risks. 4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
* TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up may not exceed 1 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: TQ 1 - Knowledge of, and experience in, the management of a large, complex, and diverse organization requiring executive level leadership skills. TQ 2 - Ability to lead and manage a complex $12B contracting program under delegated SCO authorities to support research, development, production, fielding and sustainment of legacy and new DoD systems in support of multidomain global operations and the Army of 2030. PLEASE NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (DCP), who have been certified by OPM must load your SF-50 or certificate (under other). ADDITIONAL REQUIREMENTS: THIS IS A SENIOR EXECUTIVE SERVICE (SES) LEVEL CRITICAL ACQUISITION POSITION. By statute, 10 United States Code (U.S.C.) Section 1733, specific Acquisition positions, GS-14 and above, are designated as Critical Acquisition Positions (CAPs). All CAPs must be filled by individuals in the Acquisition Corps (10 U.S.C. Section 1733). Army Acquisition and Technology Workforce applicants must have an Acquisition Career Record Brief (ACRB) on file. As a SES Level CAP, the following specific statutory and regulatory requirements summarized below must be met in addition to the managerial and technical qualifications specific to this position. There are three components to the assignment qualification standards for Acquisition positions that are CAPs: 1) Minimum years of acquisition experience requirement; 2) Tenure Position requirements, and 3) Position Education, Experience and Certification/Training requirements. Note: The failure to satisfy/meet some of these Acquisition requirements can be waived by the designated agency officials in the appropriate circumstances. Fulfill any specific requirements imposed by the Secretary of Defense. Note, exceptions and alternatives to the requirements stated above are as follows: (1) An employee may be exempt from the eligibility requirements above if the appropriate career program board certifies that he/she possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance and qualifying experience. 2) In accordance with Title 10 U.S.C. Section 1734, Tenure Position Requirements for filling a SES Level Acquisition Position are: Any person assigned to a CAP shall remain in that position for not less than three years. An employee may not be assigned or selected to fill a CAP unless the person executes a written agreement to remain in Federal service in that position for at least three years. The service obligation contained in such a written agreement shall remain in effect unless and until waived by the Secretary under the appropriate circumstances. 3) In accordance with Title 10 U.S.C. Section 1723 and 1734 (b)(4) and DoD statutory requirements (DoD 5000.52).
