Introduction

Chesapeake and Coastal Service – Office for Economics and Social Science is conducting an internal recruitment for a Program Manager III (Grade 21) to serve as the Director for the Center for Conservation Education and Stewardship. LOCATION OF POSITION

Main Purpose of Job

This position is the Director of the Center for Conservation Education and Stewardship (CES), within the Chesapeake and Coastal Service Unit, and is responsible for leading the Department’s environmental education involving the planning, development, and management of the activities, staff, programs and budget administration of the Conservation Education Program, USFWS Aquatic Resources Education Program, and the Chesapeake Bay National Estuarine Research Reserve (CBNERR) System’s Education Program.
The Director serves as the primary point of contact for DNR education programs and, specifically as a link between DNR and the Maryland State Department of Education (MSDE). The Director works closely with MSDE to ensure that DNR programs targeted at schools meet student and teacher needs; as well as working with DNR staff, managers and leadership to assure that programs meet DNR’s and the Governor’s objectives. The position provides advice and guidance on state, regional and national policy as it relates to environmental education, serving on state, regional, and national committees that set such policies and recommendations, such as Co-Chairing the Governor’s Maryland Project Green Classrooms Initiative (PGC) Steering Committee, and providing leadership on the Chesapeake Bay Program Mid-Atlantic Environmental Literacy Workgroup and Leadership Team. The Director leads and manages the CES staff and cultivates a strong collaborative culture that clearly outlines the values, priorities and practices to guide the way for the center. As an effective leader of state level environmental literacy efforts, the Director broadly assesses where the center, division and the department are headed within state and regional environmental literacy efforts, and must articulate a solid strategic vision for how CES contributes to, influences or adds value to those efforts.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s Degree from an accredited college or university in education, environmental education, environmental science, environmental studies/policy, ecology, coastal/marine ecology, sustainability, biology, public land management, outdoor recreation or other natural resources or related field of study.
Experience: Five years of professional experience managing projects, teaching and/or supervising staff who are administering programs which address environmental education, natural resource conservation, restoration or management.

1. Candidates may substitute graduate education for the required general experience at the rate of one year of education to one year of experience, for up to two years of the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Managing and/or coordinating environmental education programs, initiatives, workgroups and other collaborative efforts. Examples include Project Green Classrooms, Chesapeake Bay Program Environmental Literacy Goal and Education Workgroup, and other local, regional and national environmental education initiatives.
  • Grant and/or budget management.
  • Creating and articulating a solid strategic vision to lead a team of staff to a culture of collaboration and state-level leadership around environmental literacy.
