Introduction

The Governor’s Office of Crime Prevention & Policy (GOCPP) serves as a coordinating office that advises the Governor on criminal justice strategies. GOCPP plans, promotes, and funds efforts with government entities, private organizations, and the community to advance public policy, enhance public safety, reduce crime and serve victims.

Main Purpose of Job

This position ensures that all fiduciary issues are addressed in a timely and accurate manner, including processing requests for funds and grant modifications, reconciling payments. closing out grants and ensuring timely and accurate customer service.

POSITION DUTIES

Process Financial Reports: review request for payments to ensure that funds requested are available and reconciled with the invoices and receipts, match the Grant Management System (GMS) and the payment dates are correct, ensure that reports and relative paperwork are valid as submitted and requests are appropriate then process the request for payment. If the set standards are not met, communicate with the sub-recipient(s) and internal staff to resolve the matters in a timely fashion and communicate with sub-recipients who are late in reporting.
Data research, reconciliation, and reporting: run ad hoc and standard fiscal reports from the GMS to review for non-compliance and any pending fiscal issues. Periodic reconciliations between GMS and the State’s Financial Management Information System (FMIS). Periodic recording of administrative costs including Indirect Costs within the GMS Administrative module. Annual, Quarterly and Final 425 reporting in Just Grants and PMS systems. Collection and reconciliation of back-up documentation for grants with special conditions and those with funding source receipts requirements.
Process grant modifications: assess and process requested grant award modifications. Modifications may include changes to the budget line items, the grant award period, and changes in internal or external personnel.
Close grant awards: assist with the closeout of subrecipient subawards. Reconcile the budget of the grant award along with the dates. Review and document any discrepancies with the Property Inventory Report form. Process the closeout in GMS. Internal and external customer service: provide technical assistance to sub-recipients and internal staff on fiscal and related matters. Provide general information on grant budget.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates who have one or more of the following skillsets or experience:

  • Working knowledge of State and Federal Guidelines related to Grants Management.
  • Experience in financial reconciliations between two or more disparate data systems.
