IntroductionThe Maryland Department of Labor is accepting applications from qualified candidates for the position of Administrative Officer I. This skilled position serves as the Board Administrator for the Department of Labor. Administrative Officer I is administrative work requiring regular use of independent judgment and analysis in applying and interpreting complex administrative plans or policies.

Main Purpose of JobIn coordination with the Board of Heating, Ventilation, Air-Conditioning and Refrigeration (“Board”) program and senior management, the position exercises independent judgment and responsibility for the overall Board program, including the independent analysis of operations, procedures, organizations, and systems and recommends improvements when necessary. Responsibility for the preparation and/or supervision of the preparation of management tools such as procedural manuals, statistical tables, charts (including work-flow and organizational charts) and performance measurement criteria falls under the purview of this position. This position handles all correspondence and contact with the Board by applicants, licensees and citizens, and prepares final reports and suggests improvements for the advancement of the Board program. This individual participates in the formulation, establishment or modification of program goals and objectives through analysis of alternatives, trends, available resources, and projected program needs. This position participates in the program planning process by developing forecasts, proposals or procedures for orderly growth and expansion of the Board and its’ mission. The Administrative Officer assures timely deposits of funds, license issuance, and provides assistance in the formulation and preparation of the Board budget or portions thereof. The position manages the complaint process, seeking timeliness and fairness for both complainant and respondent. The Administrative Officer confers with other administrative officials, program heads, staff specialists or others in order to exchange information pertaining to the program or interpret policies or offer recommendations, and advises departmental officials regarding administrative practices, procedures or policies. The incumbent coordinates inter-agency transactions and acts as a liaison with officials in other agencies, in the State, legislature, federal government, private industry, or local government agencies.
POSITION DUTIES Duties of this position include but are not limited to: Supervises the program and exercises independent judgment and analysis to interpret complex administrative plans and policies for the Board. Manages the daily activities of the Board in executing its mandate to examine, qualify, license and regulate licensees and inspectors. Exercises independent judgment and responsibility for the overall Board program, including independent analysis of operations, procedures, organizations, and systems and recommends improvements.
Schedules and prepares for monthly meetings of the Board, including agenda preparation and documentation of actions taken and official minutes. Provides initial evaluations regarding the adequacy of the applications and complaints. Executes and communicates all Board actions including requests for information, approvals, denials, and disciplinary actions for professional practices. Formulates final reports and effective recommendations based on analyses conducted with respect to applicants seeking to qualify for licensure as well as with respect to consumer complaints.
Minimum Qualifications Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One year of administrative staff or professional work.
Notes
  • Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
