Main Purpose of Job

The Coordinator, High Quality InstructionalMaterials (HQIM) provides best-in-class program leadership and coordinationsupports to the HQIM initiative team to develop, implement, and evaluate theHQIM program components ranging from identifying HQIM to supporting districtswith adopting and implementing HQIM. This position provides HQIM coordinationsupports to the initiative in alignment with Maryland statutes and regulationsand federal requirements for curricular design, instructional implementation,assessment, and professional development.�

POSITION DUTIES

Provides best-in-class program leadership andcoordination supports to the HQIM initiative team to develop, implement, andevaluate the HQIM program components: Signaling, adoption, and implementationsupports.Duties Include: Supports HQIM identification and reporting workstreams to clearly signal to LEAs and stakeholders what constitutes ‘high-quality’ in the state of Maryland. Provides leadership and coordination supports to the educator-led materials review process to ensure that Maryland’s review system continues to focus on materials that build student knowledge in a manner that is culturally and linguistically affirming for students.� Provides contract management support to the HQIM initiative team and proactively manages vendor budgets, expectations, deliverables, and timelines. Provides leadership support, guidance and direction to LEAs and other stakeholders in the selection of HQIM to support the implementation of evidence-based curricula; from the planning, development, implementation, and evaluation phases aligned to MSDE’s multiyear Strategic Plan and the Blueprint for Maryland’s Future. Coordinates statewide workgroups and strategic partnerships focused on equity and access to HQIM and best-in-class practices across Maryland schools, especially those who have been historically underserved.� Collaborates with LEAs and MSDE staff on issues related to the integration of accessible digital resources into frameworks, assessments, documents and presentations. Formats, revises, edits, and prepares HQIM framework and rubric documents for publication on the MSDE website. Formats, revises, edits, prepares, Monitors and updates HQIM resources and framework and rubric documents on the MSDE website and ensures the use of social media and press releases to celebrate and promote HQIM initiatives in close collaboration with MSDE’s Office of Supports the work of HQIM Reviewers and Report Writers to ensure the accurate implementation of HQIM across Maryland schools.� Collects data to monitor adoption and implementation of HQIM in compliance with the Blueprint for Maryland’s Future.� Provides leadership and guidance in the development and deployment of professional development grounded in the skillful use of HQIM to support the implementation of evidence-based curricula. Develops and maintains a multi-year plan for professional development that is informed by data, input from stakeholders, and aligned with the Blueprint for Maryland’s Future and multiyear Strategic Plan.

MINIMUM QUALIFICATIONS

Education: A Master’s Degree orthe equivalent of 36 credit hours of post-baccalaureate coursework in Educationor a related area from an accredited college or university.Experience: Five (5) years of administrative or teaching experience affiliated with educator professionaldevelopment, or professional learning involving the identification and usage ofHigh Quality Instructional Materials or related programs for school leaders andteachers in prekindergarten through 12 settings.Notes: Candidates may substitute a Bachelor's Degree with 7 years of the specified content experience to satisfy the Minimum Qualifications noted above.� Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required�experience. The required field of education and experience are unique for�each option and are established by MSDE in accordance with�Education Article, Section 2-104 of the Annotated Code of�Maryland.� The specific education and experience�qualifications for each position are on record in the Human Resource Management Branch of the Division of Business�Services. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty�codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience leadingprofessional development involving high quality instructional materials inprekindergarten through 12 settings.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess the following preferred qualification(s). Please include clear andspecific information on your application regarding your qualifications. Knowledge of state and federal laws, regulations, policies, and procedures related to HQIM. Provides support to MSDE Division and Offices on matters related to HQIM. Knowledge of HQIM identification and reporting workstreams and components of what constitutes ‘high-quality’ in the state of Maryland. Knowledge of Universal Design for Learning Guidelines into HQIM adoption �and considerations with regard to implementing accessible digital resources into frameworks, assessments, documents and presentations.� Knowledge and experience with leading collaborative groups, such as professional learning communities, data-dialogue, lesson study, peer coaching/mentoring, and peer observation. Knowledge of standards that support the adoption implementation, and educator usage of high-quality instructional materials (HQIM). Skill in identifying areas related to supporting all learners and accelerate learning. Skill in implementing, monitoring, evaluating, and providing high-quality and service-level-based support and technical assistance for education programs. Skill collaborating with diverse communities and organizations for the purpose of implementing programs and strategies. Skill in providing and evaluating high-quality and service-level-based support and technical assistance for education programs.� Skill in developing and delivering research-based and best-in-class professional development programs related to the implementation of prekindergarten through 12 high-quality instructional materials (HQIM)� Ability to organize and manage multiple tasks and deadlines. Ability to work as a team member and establish and maintain effective working relationships. and communicate effectively, both orally and in writing.
