POSITION DUTIES

The main purpose of this contractual position is to work in the administration of the Maryland State Department of Education (MSDE), specializing in training and project management for the Office of School and Community Nutrition Programs (OSCNP); developing and supporting statewide training initiatives and grant projects for the USDA child nutrition programs (CNP) administered by OSCNP.This position will provide nutrition program training, evaluation, and technical assistance to agencies participating in the CNPs. This includes the development of training content and resources, and the delivery of in-person and virtual training and technical assistance to support program effectiveness. This position also evaluates training effectiveness and the professional development needs of agencies. Core program training areas include CNP requirements, wellness policies, nutrition promotion, and other areas as directed. The position also collaborates on the development, implementation, and evaluation of CNP grants, including but not limited to USDA's Team Nutrition (TN) Training grants. Responsibilities may include grant writing and proposal development, grant management of new and existing projects, procurement of related services, and contract management.�The position works collaboratively with MSDE and external work groups and partners and participates in activities to support the goals and mission of MSDE.�Position Responsibilities:�• Develops content and resources for in-person and/or virtual meetings, trainings, and technical assistance activities�• Conducts training activities and provides technical assistance virtually or in-person�• Develops in-person and virtual training content and resources for professional development�• Develops or coordinates training grants, sub-grants, materials, and resources as assigned�• Interprets and explains federal and State rules, regulations and procedures governing CNPs�• Evaluates training effectiveness through the design and analysis of surveys and other assessment tools�• Facilitates periodic needs assessment activities to contribute to strategic planning for the OSCP�• Prepares data and reports as requested�• Participates in interdisciplinary teams in developing professional development goals or standards�• Manages relationships with OSCNP staff and external training providers�• Provides technical assistance to participating agencies, partners and grantees�• Initiates, manages, and/or collaborates on proposal development, implementation, and monitoring of USDA training grants and other education grants�• Learns new training and design software or system applications�• Analyzes impact of training activities and modifies training techniques and/or design to enhance effectiveness

MINIMUM QUALIFICATIONS

Education:� �A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate coursework from an accredited college or university in Health Science, Food Service Administration, Consumer Science, Dietetics, Nutrition, Public Health, Public/Business Administration, or a related field.Experience: Three years of professional experience in nutrition program administration, coordination, or management.��Notes:1. Candidates may substitute a Bachelor’s degree and two additional years of experience directly related to the position option for the required education.2. Candidates may substitute the possession of a Doctorate degree at an accredited college or university in a field related to the position for one year of the required experience.3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland.� The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.•\tExperience with Child Nutrition Programs such as the National School Lunch Program (NSLP), School Breakfast Program (SBP), and Child and Adult Care Food Program (CACFP).•\tRegistered Dietitian•\tExperience in providing, conducting or creating professional development training, virtually and/or in-person•\tExperience in program management and evaluation•\tExperience with Learning Management Systems•\tKnowledge of federal laws and regulations governing school and community nutrition programs

BENEFITS

Note: This is a ContractualPosition, and therefore not entitled to State Pension and Benefits packages.Contractual employees who workfor an agency covered under the State Employee and Retiree Health and WelfareBenefits Program, have a current employment contract and work 30 or more hoursa week (or on average 130 hours per month) may be eligible for subsidizedhealth benefits coverage for themselves and their dependents. As a contractualemployee, you will be responsible for paying 25% of the premiums for yourmedical and prescription coverage, including any eligible dependents you haveenrolled. The State of Maryland will subsidize the remaining 75% of the costfor these benefits. You can also elect to enroll in dental coverage, accidentaldeath and dismemberment insurance, and life insurance, but will be responsibleto pay the full premium for these benefits.Leave may be granted to acontractual employee who has worked 120 days in a 12-month period. This leaveaccrues at a rate of one hour for every 30 hours worked, not to exceed 40 hoursper calendar year.
